    The implementation of major investment projects is aimed at fulfilling the Master Plan of St. Petersburg

    Proposals on amendments to federal legislation on a number of important urban planning issues were discussed at an off-site meeting of the State Duma Committee on Construction and Housing and Communal Services of the Federal Assembly of the Russian Federation, which was held today in the Legislative Assembly of St. Petersburg.

    The agenda included proposals from the Legislative Assembly of St. Petersburg and the Government of St. Petersburg to finalize the draft federal law "On Amendments to Certain Legislative Acts of the Russian Federation in order to ensure the rights of Citizens in the integrated development of Territories."

    Among other things, the issue of implementing the Master Plan of St. Petersburg for the placement of regional facilities was discussed.

    Kristina Sergeeva, Deputy Chairman of the St. Petersburg Investment Committee, spoke about major investment projects in St. Petersburg, which are reflected in the General Plan and are a successful experience in the field of urban infrastructure development.

    "The master Plan shapes St. Petersburg as a megacity integrated into the Russian and global economy. Investment projects such as the construction of a high-speed Latitudinal Highway, the development of the Western High-Speed Diameter highway and the Pulkovo airport, and the construction of the Slavyanka tram line with a promising continuation of routes to the satellite city of Yuzhny with a Technological Valley and campuses of leading universities contribute to achieving this goal. These projects are of key importance for the formation of the modern transport framework of St. Petersburg," said Kristina Sergeeva.

    She stressed that the Vitebsk interchange, which has already been put into operation, the first stage of the CMMSD, has reduced the load on the city's road network by redistributing traffic. The city is working on the preparation of the construction site for the subsequent sections of the CMMSD, which will become part of a system of continuous high-speed highways built bypassing the St. Petersburg road network. Thus, in accordance with the Master Plan of St. Petersburg, the SCHMSD, along with the Western High-Speed Diameter and the Ring Road, will ensure the withdrawal of transit traffic flows from the city center. Subsequently, the Latitudinal highway should connect with KAD-2.

    "The St. Petersburg Investment Committee is directly involved in the implementation of decisions stipulated in the Master Plan regarding the provision of land plots for the construction of regional facilities through the preparation of resolutions of the Government of St. Petersburg," Kristina Sergeeva said.

    Thus, in 2024, with the support of the St. Petersburg Investment Committee, investors were provided with land plots for the construction of seven linear facilities of regional significance, one sports facility and one special activity facility.

    The meeting participants expressed an initiative to create a more flexible mechanism for the placement of regional facilities needed by the city by clarifying the provisions of current legislation in the urban planning sphere.
