    Another management process will be optimized in accordance with the principles of lean technologies.

    On September 17, 2025, the St. Petersburg Investment Committee presented and approved an action plan to achieve the target state of the information retrieval process in the local regulations of the subordinate institution, St. Petersburg GBU Investment Management. The project is being implemented within the framework of the Effective Region program.
    The event was attended by Valery Frunze, Deputy Chairman of the St. Petersburg Investment Committee, Andrey Gorelik, Adviser to the Chairman of the St. Petersburg Investment Committee, Anton Borodachev, Head of the Methodology and Planning Department for Government Relations at the St. Petersburg Information and Analytical Center, and representatives of the Investment Management Project working group, Head of the Department Legal support - Ekaterina Smurova's legal adviser, Elena Korobko, Deputy Head of the Analytical Support Department.
    The choice of the project for optimization is justified by the existing complexity of the process of searching for local regulations required in the work of the Investment Management, as well as the long waiting time for the publication of information on the updating of regulations. The optimization criteria were indicators of the process time, labor intensity and number of actions.

    The action plan, approved in accordance with the targets, provides for the creation of a "smart" storage system that allows you to search for documents by keywords, as well as optimize the processes of tracking and systematic updating of documents. In particular, the project provides for the creation of a unified register of local regulations and an electronic archive, fixing the procedure for storing all local regulations in electronic form in one source.

    The project is scheduled to be completed by December 18, 2025. The expected effect will be a 95% reduction in process time, an 86% reduction in labor intensity, a 62% reduction in the number of participants in the process, and a 62% reduction in the number of actions.

    The Effective Region program is being implemented on behalf of the Governor of St. Petersburg.‑Alexander Beglov's St. Petersburg on the basis of a cooperation agreement with Rosatom State Corporation. The program is aimed at introducing the principles and tools of lean manufacturing into the activities of executive authorities, developing entrepreneurial activity, and improving the efficiency of management processes with minimal time and resources.
