The construction project of the third stage of the CMMSD has been agreed

On April 18, 2025, the FAA Glavgosexpertiza of Russia issued a positive opinion on the design and estimate documentation for the construction of Stage III of the Latitudinal High-Speed Highway in St. Petersburg. The section will run from the transport hub at the intersection with Sofiyskaya Street to Glukhoozersky Highway on the left and to 2nd Luch Street on the right.
At this stage of construction, the highway will cross the railway tracks of the northern railway semicircle in the area of the Volkovskaya railway station, the St. Petersburg-Chudovo railway tracks in the area of the St. Petersburg–Tovarny-Moskovsky railway station, as well as Salova, Sedova, Fayansovaya, and Neftyanaya Streets. The project includes the construction of transport interchanges at the intersection of the CMMSD with Vitebsk Avenue (four exits, two of them promising) and Sofiyskaya Street (two exits).
The main characteristics of the third stage of the CMMSD construction are: the length of the main passage is 2.2 km in the right direction and 1.2 km in the left direction; the width of the lanes is 3.5-3.75 meters; the number of lanes is three in each direction; the width of the carriageway of the main passage is 11 meters (each); the width of the carriageway of the exits is 4.5 meters; the length of the largest span of the artificial structure is 140 meters; the estimated speed is 120 km/h.
Currently, work is underway to prepare the territory at this stage of construction.
It should be recalled that the construction of a high-speed Latitudinal Highway is provided for by the General Plan of St. Petersburg. SMSD is a megaproject of St. Petersburg, implemented on behalf of the President of Russia on the development of the transport system of the St. Petersburg agglomeration and included in the program "10 priorities of socio-economic development of St. Petersburg until 2030".
The CMMSD, along with the Western High-speed Diameter and the Ring Road, will ensure the withdrawal of transit traffic flows from the city center, create a direct link between the eastern areas of urban development with the center and south of the city and, indirectly through the WSD, with the north. Subsequently, the Latitudinal highway should connect with KAD-2.
