SEZ "Saint Petersburg": new horizons of development
In 2024, the Special Economic Zone in St. Petersburg received a new round of development. It is connected with the development of two new SEZ sites: Parnas and Shushary, as well as the construction of facilities including ready-made production facilities for investors.
"Thanks to the effective work of the existing residents of the Special Economic Zone and the funds reimbursed from the federal budget, we can develop the SEZ without using the funds of the city budget. This means saving them for other purposes of the city's development. St. Petersburg became one of the first Russian cities to reimburse the costs of SEZ development from the federal budget. This is an exceptional opportunity to scale this project in the Northern Capital," said Alexander Beglov, Governor of St. Petersburg.
To date, engineering surveys are being carried out and infrastructure design documentation is being developed for the Parnas site with an area of 27 hectares in the north of the city. Funds for technological connection, design and survey work and construction and installation work in the amount of 2.8 billion rubles are on the account of the SEZ Management Company. The construction of the infrastructure is planned for 2025-2026.
The design of the second Innovation Center with an area of 18 thousand square meters is underway at the Novoorlovskaya site. The facility is designed to meet the needs of investors for ready-made production facilities and the rapid launch of new production facilities. The construction of the center is planned for 2025-2026. The cost of the work will amount to 3.1 billion rubles, of which 2.1 billion rubles have already been provided with budgetary funds. These are funds reimbursed from the federal budget in accordance with the Decree of the Government of the Russian Federation dated 30.10.2014 No. 1119 "On the selection of subjects of the Russian Federation eligible to receive state support in the form of subsidies for reimbursement of costs for the creation, modernization and (or) reconstruction of infrastructure facilities of industrial parks, industrial technology parks, special economic zones." In 2024, 2.1 billion rubles were transferred to the regional budget, and about 340 million rubles more in 2023. These funds in the amount of about 2.5 billion rubles will be used for the further development of SEZ sites.
The next stage in the development of the SEZ will be the preparation of the Shushary site (127 ha), for which tender documentation is currently being prepared for design and survey work. In addition, it is also planned to build an 18,000 square meter facility at the site, designed to accommodate residents.
At the moment, several SEZ resident companies are at the final stage of construction of their enterprises.: These are LLC "Elesta", JSC "TECHNOCOM AVIA", LLC "Vertex Co." and LLC "InStelRus". The facilities of BR Invest LLC, Melting Point LLC, Plant Elektroapparat LLC, Scenic Innovations LLC, LS Engineering LLC and AMT LLC (second stage), as well as CPT LLC are under active construction.
The success of the Management Company in 2024 was marked by a number of awards and prizes. This is the victory of the St. Petersburg SEZ in the nomination "Best Infrastructure Project" of the Vershina Award within the framework of the Caucasian Investment Forum. This is the second place in the ESG rating among the special economic zones of Russia of the Association of Clusters, Technoparks and SEZs (AKIT) of Russia and the second place in the VIII National Rating of investment Attractiveness of the SEZ, according to the assessment of the Ministry of Economic Development of Russia and AKIT of Russia, as well as confirmation of the effectiveness of the SEZ "Saint Petersburg" according to the methodology of the Ministry of Economic Development of Russia. In several ratings by the end of 2024, the Special Economic Zone has improved its position, rising several places.

To date, 72 companies have been registered as residents in the territory of the special economic zone of the technical and innovation type (SEZ TVT) in St. Petersburg. The volume of announced investments in projects is about 235 billion rubles. The SEZ is located on four sites – "Neudorf" (18.99 ha, village Strelna, Petrodvorets district of St. Petersburg), Novoorlovskaya (163.33 ha, Primorsky district of St. Petersburg), Shushary (127.2 ha, Pushkinsky district of St. Petersburg) and Parnas (27.6 ha, Vyborg district of St. Petersburg). The regime of the SEZ TVT "Saint Petersburg" is valid until 2054.
