The Parliament of St. Petersburg adopted in the first reading a bill on improving the mechanism for the targeted provision of land for the placement of social and communal facilities

Today, at a meeting of the Legislative Assembly of St. Petersburg, the draft law of St. Petersburg submitted by Governor Alexander Beglov "On Amendments to the Law of St. Petersburg "On the procedure for providing real estate Owned by St. Petersburg for construction, reconstruction and adaptation for modern use" was considered. The deputies adopted the bill in the first reading.
The document was developed by the Investment Committee of St. Petersburg and changes the existing procedure for the targeted provision of land for housing communal, social and cultural facilities.
The innovations will make it possible to demand the concept of implementing an investment project, assess the integrity of a potential investor and minimize the likelihood of repurposing constructed facilities by unscrupulous investors, as well as involve land plots with "target functions" at auctions to develop competition in the investment sphere and increase budget revenue in St. Petersburg.
The draft law updates the criteria that socio-cultural, communal and household facilities must meet in order to obtain a plot for their construction without bidding:
1. The object belongs to the specific listed areas, including: social services, healthcare, education and enlightenment, cultural development, sports, ensuring internal law and order; public utilities, street and road network, energy, railways, hydraulic structures.
2. The object is planned to be placed on a land plot not included in the address plan for the preparation of documents for bidding, on which the object can be placed, in the absence of grounds for refusal to provide a plot without bidding, provided for by the Land Code of the Russian Federation.
At the stage of the procedure confirming the compliance of the object with the above criteria, the presence or absence of grounds for granting the site without bidding will be taken into account. The specific characteristics of the facility will be studied taking into account the project implementation concept presented by the potential investor.
Thus, the draft law changes the approach to decision-making on the targeted provision of land, and due to this, the existing deadlines for consideration of applications are reduced for potential investors.
The proposed changes in legislation will create a mechanism to ensure the placement of a communal or socio-cultural facility in accordance with specific characteristics that take into account the interests of St. Petersburg, and involve urban areas in investment activities in the most effective way.
