The issue of attracting an infrastructure loan for the implementation of the Yuzhny satellite city project was discussed at a working meeting between Governor Alexander Beglov and the General Director of the House.Russian Federation by Vitaly Mutko.
The Yuzhny Satellite City is a strategic investment project of St. Petersburg. The ITMO Highpark scientific, educational and innovation center is being created on an 86-hectare site — it will become the core of the satellite city.
At the first stage of the project, the main academic building and two dormitories for ITMO Highpark students are already being built at the expense of the federal budget.
"At the expense of the budget of St. Petersburg‑St. Petersburg has built an engineering infrastructure. Including engineering communications, storm water treatment facilities. The construction of the internal road network of the first stage is being completed," Alexander Beglov noted.
Also, as part of the first stage of the Yuzhny satellite city project, it is planned to build 12 apartment buildings. The investor will build and transfer to the city three kindergartens, a school, a polyclinic for adults and children under a donation agreement. Will be built and transferred to the ownership of St. Petersburg‑St. Petersburg objects of the street and road network.
In general, according to the concept, the construction of facilities with a total area of over 9.6 million square meters is planned on the territory of the Yuzhny satellite city with an area of 2 thousand hectares. m. Including the area of residential development will amount to 6.4 million square meters (the area of apartments is 3.8 million square meters. m for accommodation of 134 thousand people). It is planned to build 14 schools of different capacities, 37 kindergartens, polyclinics, fire stations, police strongholds, sports and recreation complexes, one multidisciplinary hospital with 1,250 beds.
Recall that currently with the participation of JSC "DOM.Russian Federation" in St. Petersburg‑An investment project for the construction of the Slavyanka tram line is being implemented in St. Petersburg - a targeted loan agreement that fixed the key conditions for financing the tram line with the help of an infrastructure bond instrument was signed at SPIEF 2023.
