The construction project of the second stage of the Latitudinal highway has passed the state expertise

On April 16, 2025, the FAA Glavgosexpertiza of Russia issued a positive opinion on the design and estimate documentation for the construction of the second stage of the Latitudinal High-speed Highway. The section will run from the transport hub at the intersection with Vitebsk Avenue to the transport hub at the intersection with Sofiyskaya Street.

At this stage of construction, the highway will cross the railway tracks of the Vitebsk direction in the area of the Aeronautical Park railway station, the Volkovka River, Bukharestskaya Street and the railway tracks of Volkovskaya station.

The project documentation, which has passed the state examination procedure, provides for the creation of transport interchanges: at the intersection of the CMMSD with Vitebsk Avenue — four exits and Sofiyskaya Street — three exits.

The main characteristics of the second stage of the CMMSD are: the length of the main passage is 2 km in the right direction and 1.9 km in the left direction; the number of lanes is six (three in each direction); the width of the lanes is 3.5–3.75 meters; the width of the carriageway of the main passage is 2 x 11 meters; the width of the carriageway of the exits is 4.5 meters; the number of bridge structures is 8; the estimated speed is 120 km/h.

Currently, work is underway to prepare the territory at this stage of construction.

It should be recalled that the construction of the Latitudinal High—speed Highway is a megaproject of St. Petersburg, implemented on behalf of the President of Russia on the development of the transport system of the St. Petersburg agglomeration. The concession agreement between St. Petersburg and Latitudinal Highway of the Northern Capital LLC, part of VTB Infrastructure Holding, regarding the financing, creation and operation of the CMMSD in St. Petersburg was signed on November 20, 2024. In accordance with the Master Plan for the Development of St. Petersburg, the SCHMSD, along with the Western High-Speed Diameter and the Ring Road, will ensure the withdrawal of transit traffic flows from the city center. Subsequently, the Latitudinal highway should connect with KAD-2.

The construction period of the 2nd – 3rd stages of the CMMSD is 2025-2029; stages 4.1, 4.2 are 2025-2031. The commissioning of the 2-4 stages of the CMMSD is 2029-2031. The deadline for commissioning the SCHMSD drawbridge in the alignment of Ash and Faiansovaya Streets is 2031.
