Preparations are underway for the implementation of the sixth element of the regional investment standard
On January 17, an introductory meeting was held on the formation of a feedback mechanism with subjects of investment and entrepreneurial activity, organized by the Ministry of Economic Development of the Russian Federation. In the format of a videoconference with representatives of the constituent entities of the Russian Federation, a plan was outlined to launch a new tool of the regional investment standard (RIS), a feedback system for processing business requests in the regions.
The meeting was attended by Kristina Sergeeva, Deputy Chairman of the St. Petersburg Investment Committee, and representatives of the St. Petersburg Territorial Development Committee.‑St. Petersburg, Project Management – the project office of the Administration of the Governor of St. Petersburg‑St. Petersburg, the Committee on Industrial Policy, Innovation and Trade, the Committee on Informatization and Communications.
Dmitry Starovoitov, Deputy Director of the Department of Labor Productivity, Protection and Promotion of Investments at the Ministry of Economic Development of the Russian Federation, spoke about the results of the formation of a feedback mechanism in 10 pilot regions in 2024 and work plans for 2025.
Thus, based on the results of the pilot regions' practice, a classifier of business appeals on the Feedback Platform containing seven categories was formed and agreed with the Ministry of Finance of the Russian Federation.: "Investor support and support", "Human resources", "Construction", "Connection to engineering networks", "Real estate and agricultural facilities", "Highways", "Ecology and use of natural resources". Data analysis showed that the most popular categories of requests from entrepreneurs in the pilot regions were issues related to investor support and support (60%), land relations and real estate (15%), and engineering infrastructure (7%).
The meeting participants reviewed algorithms for processing entrepreneurs' requests as part of the implementation of the RIS, and There are also methodological recommendations on the formation and development of a business feedback mechanism in the regions.
Special attention at the meeting was paid to the issues of methodological support for the regions from the Ministry of Economic Development of Russia, the Ministry of Finance of Russia, and the NGO Dialog Regions when forming a feedback mechanism.
The mechanism will allow not only to process requests promptly, reducing the client path of entrepreneurs, but also systematically identify problem points, record the level of satisfaction with responses and flexibly adjust investment policy.
It should be recalled that five key elements of the RIS have been developed and implemented in St. Petersburg: The Investment Declaration of St. Petersburg, the St. Petersburg Development Agency, the Investment Committee of St. Petersburg, the Investment Map of St. Petersburg, the Code of Investment Rules of St. Petersburg. In 2024, the St. Petersburg regional investment standard was highly appreciated by business representatives and experts from the Agency for Strategic Initiatives.
