    By the end of 2025, the volume of investments in PPP and concession projects in Russia will reach 500 billion rubles.

    According to the results of 11 months of 2025, 198 new agreements with an investment volume of 382 billion rubles were concluded in Russia using the public-private partnership (PPP) mechanism. Taking into account December 2025, the volume of investments will reach 500 billion rubles. This was announced by Natalia Morshchikhina, Director of the Department of Financial and Banking Activities and Investment Development of the Ministry of Economic Development of Russia, on December 12 at the plenary session of the infrastructure Congress "Razvitie.RF".
    As of December 1, 2025, about 4.4 thousand concessions and PPP projects worth 7.5 trillion rubles are under implementation, operation or successfully completed. The share of private investments is 72%, or 5.4 trillion rubles. Traditionally, the point of attraction of investments is the transport sector, which accounts for about 65% of all investments. Next comes the housing and communal services sector — 18% of investments and the social sector — 15% of all investments.
    VEB.RF will be involved in the evaluation of PPP projects worth over 3 billion rubles. Together with the WEB.The Russian Federation has updated the Methodology for evaluating the effectiveness of PPP projects. Now, in addition to analyzing financial indicators, the relevance of the project will be assessed - that is, how much the project really meets the existing demand for services or infrastructure.
    A draft federal law has also been developed that provides for the need to assess the effectiveness and comparative advantage of concession projects before concluding an agreement. The bill is expected to be adopted in the spring of 2026.
    Currently, on behalf of the President of Russia, VEB.The Russian Federation is developing a national PPP standard. The standard will contain proven solutions for project structuring, risk allocation, and functional models. The Ministry of Economic Development is actively involved in this work as the industry's regulator. It is planned to complete the development of the standard by March 1, 2026.
    According to the Ministry of Economic Development, St. Petersburg ranked second in the country after the Moscow Region in terms of contracted funds for the construction of urban transport infrastructure using the PPP mechanism in the first three quarters.
