    St. Petersburg's investment projects meet the key priorities of the city's development until 2030

    The meeting of the Standing Committee on Industry, Economy and Entrepreneurship of the St. Petersburg Parliament was held today with the participation of the head of the Investment Committee of St. Petersburg. Ivan Skladchikov made a presentation on the implementation of investment projects, including public-private partnership projects and concession agreements.

    "All investment projects in St. Petersburg correspond to the tasks set by Governor Alexander Beglov in the program "10 priorities for the development of St. Petersburg". The first item of the program – "Megaprojects XXI" - are large infrastructure projects that will serve as the engine of development for many decades to come. We are actively working with investors in all areas, including transport, new technologies, industry, education and healthcare, science, culture and tourism, and creating a comfortable urban environment," Ivan Skladchikov said.

    In the 1st half of 2024, investments in fixed assets at comparable prices increased by 26.4% compared to the same period in 2023. By the end of 2024, in accordance with the forecast of socio-economic development of the city for 2025-2027, the volume of investments is expected to reach 1.3 trillion rubles.

    Currently, there are 22 public-private partnership projects in the portfolio of St. Petersburg at various stages of implementation for a total investment of more than 650 billion rubles and about 24 strategic projects.

    Investment projects for the development of the St. Petersburg transport system are among the most significant. Among the most important is the construction of a high-speed Latitudinal highway. At present, the final preparations for the signing of the concession agreement for the 2nd - 4th stages of the SMSD are coming to an end, the solemn ceremony will take place in Moscow during the upcoming "Transport Week".

    As Ivan Skladchikov stressed, a lot of work has been done this year and the construction of the first stage of the SMSD has almost been completed – the launch of the workers' movement along the Vitebsk interchange will take place in December.

    In addition, in August 2024, a new, second exit of the Western High-speed Diameter interchange with Skipper's Bayou Street and new facilities of the alluvial street network in the western part of Vasilyevsky Island were opened. These roads provide round-the-clock communication of the alluvial territories of the island with its central part, northern and southern districts of the city.

    There is also an active construction of the Kupchino - Shushary - Slavyanka tram line. The tram network created by the concessionaire will provide transport accessibility to new residential areas in the south of St. Petersburg and can serve as the basis for promising tram routes, including to the Technological Valley.

    Other key investment projects include the construction of the second stage of Pulkovo Airport, a rear sea terminal in the port of Bronka, the creation of the ITMO Highpark scientific and educational innovation center, and a year-round seaside resort in Gorskaya.

    During the meeting of the standing committee, the issue of the draft law of St. Petersburg developed by the Investment Committee "On Amendments to the Law of St. Petersburg "On the procedure for providing real estate Owned by St. Petersburg for construction, reconstruction and adaptation for modern use" was also considered. Earlier, this document was approved at a working meeting of Governor Alexander Beglov with members of the city government and submitted by the Governor to the Legislative Assembly for consideration.

    The changes planned by the bill are designed to improve work with investors who want to purchase land for rent without bidding for the construction of socio-cultural and communal facilities. The new law will make it possible to effectively build social and communal infrastructure facilities by attracting private investment.

    Following the meeting, the standing Committee decided to recommend to the deputies of the Legislative Assembly of St. Petersburg to adopt the specified draft law as a basis in the first reading.

    Recall that in March 2022, a specialized Investment Commission was established as part of the Permanent commission on Industry, economics and Entrepreneurship of the Legislative Assembly of St. Petersburg. Its main tasks include assistance in the implementation of the state policy of St. Petersburg in the field of investments; development of normative legal acts of St. Petersburg regulating the use of the most relevant and effective instruments to stimulate investment in the city and conditions for the implementation of investment projects.
