ITMO Highpark Technology Valley will focus on the Light Industrial format

The implementation of the ITMO Highpark complex federal project continues in the Pushkinsky district of St. Petersburg on an area of 86 hectares. The construction of the second campus of ITMO University and the Highpark Technology Valley is underway. The technological valley is designed to create innovation, production and business infrastructure facilities on a separate engineering-prepared territory at the expense of private investments.
Currently, it is planned to build most of the territory of the Technological Valley with multifunctional complexes of the light Industrial class A format. Negotiations are underway with industrial developers for this purpose, and relevant agreements will be signed during 2025.
Light Industrial is a format for placing light industries, warehouses, offices, R&D centers and showrooms in a single space. Light Industrial's facilities include separate transformable blocks for High-Park resident companies.
Within the framework of the project, it is planned to create blocks of various types of use and sizes: office blocks - from 90 sq. m. meters; production - from 650 sq. m. meters. The configuration of the premises will be carried out according to the requests of residents of the Technological Valley according to the "Lego" principle. It will also be possible to quickly reconfigure the premises for the tasks of expanding the business and increasing the area. The concentration of all business processes in one territory will allow companies to increase the efficiency of their work, optimize business processes, including by saving resources and reducing logistics costs.
The area of the Technological Valley will be about 16 hectares. The main residents of the ITMO Highpark Technology Valley will be fast–growing high-tech companies of small and medium-sized businesses - engineering, manufacturing, assembly, IT companies, as well as university startups of mature stages at the stage of expansion and growth.
Work on creating a Technology Valley for high-tech companies is going on in parallel with the construction of the necessary infrastructure for students. Thus, as part of the first stage of construction of the ITMO Highpark, work is focused on the construction of the first two buildings of dormitories. In the academic (main) building, the walls and columns of the first and second floors are partially concreted. It is planned to complete the construction of the first stage facilities in 2026. The construction of buildings is carried out at the expense of the federal budget.
With regard to the engineering infrastructure, the construction of storm water treatment plants and the main utility networks of the first stage has been completed, the construction of the internal road network and the heating network of the first stage is being completed. The construction of engineering infrastructure facilities is carried out at the expense of the budget of St. Petersburg. It is planned to start construction of an abutment to the Kiev highway and Street No. 4.
As part of the second stage, positive conclusions of the state expertise on engineering communications and the road network and two other buildings of dormitories were received. In 2025, an examination of the design and estimate documentation for three research centers and a sports complex should be completed.
ITMO Highpark Technology Valley is conceived as one of the most effective and prestigious projects for high-tech companies in St. Petersburg and Northwestern Russia. According to the concept, the ITMO Highpark will be adjacent to a development area with residential and social infrastructure of the satellite city of Yuzhny.
The foundation stone of the ITMO Highpark world-class scientific and educational innovation center was laid in August 2023. The project is being implemented on behalf of the President of Russia to create modern university campuses in Russia - the first 25 campuses should appear by 2030, and by 2036 their number will grow to 40.
