Participants in the construction of the Vitebsk interchange received the St. Petersburg Governor's Award‑St. Petersburg

Today at the Nevsky Town Hall, Ivan Skladchikov, Chairman of the Investment Committee of St. Petersburg, presented Commendations to Alexander Beglov, Governor of St. Petersburg, and expressed deep gratitude to the staff of design, construction, and resource supply organizations for their great contribution to the construction of St. Petersburg's transport infrastructure.
"The largest construction of transport infrastructure in its entire history is underway in the Northern Capital. Vitebsk ZSD interchange is a unique and, perhaps, the largest transport facility built in our city in recent years. When the agreement on the implementation of this project was signed, there was a lot of work for designers, builders, economists, financiers. Technical and property-legal issues were brilliantly resolved. The launch of traffic on the highway took place under the leadership of the President of Russia on December 22, 2024. With the commissioning of the Vitebsk interchange, the first stage of the CMMSD, St. Petersburg has reached a new level of creating a modern system of continuous high-speed highways," Ivan Skladchikov noted in his address.
Among the awardees are the heads and specialists of JSC "ZSD", LLC "Magistral of the Northern Capital", LLC "START–LIMAK-Sever", PJSC "Rosseti Lenenergo", LLC "Project Management of Construction Contracts", JSC "Institute Stroyproekt", LLC "Integrated Engineering Solutions" and other organizations.
As part of the ceremony, Ivan Skladchikov reported the first results of the operation of the Vitebsk interchange: more than 500,000 trips are made along it per month, the interchange saves 20 minutes of time for motorists on the way from Vitebsk Avenue to Blagodatnaya Street. The road provides a new quality of public transportation services, allowing citizens to plan a convenient route.
The construction of the Vitebsk interchange started in 2021. The work was carried out within the framework of a public-private partnership agreement between the city and the Northern Capital Highway LLC. The total cost of the Vitebsk interchange construction under the PPP agreement was 38.9 billion rubles. The financing was carried out at the expense of federal funds, as well as from the budget of St. Petersburg and investments of a private partner.
The road has six lanes, three in each direction of travel. The estimated speed is 120 km/h. Complex engineering and technological solutions were applied during the construction of the Vitebsk interchange. Two overpasses over railway tracks and an aboveground pedestrian crossing have been created, more than 600 drilling piles and 202 supports have been installed, 4,012 meters of noise shields have been installed, and 20,000 tons of metal structures have been used.
Vitebsk interchange has become one of the first places in the city where a barrier—free travel system has been implemented - free-flow or "free flow" without barriers.
