Preparations for the signing of a concession agreement for the construction of the second and fourth stages of the SCHMSD have reached the final stage

It is planned to conclude a concession agreement within the framework of the "Transport Week" in Moscow, which will be held on November 16-21, 2024.
The proposal to conclude a concession agreement for the construction of the second and fourth stages of the High-speed Latitudinal Highway (SHMSD) in St. Petersburg was posted on the official bidding portal in the Russian Federation "GIS Auctions" on September 27, 2024. The initiator of the private concession initiative was the company Latitudinal Highway of the Northern Capital (SHMSS). At the same time, a Decree of the Government of St. Petersburg was published on the possibility of concluding a concession agreement regarding the financing, creation and operation of a CMMSD on a paid basis. The project is being implemented in accordance with the state program "Development of the St. Petersburg transport system".
"We continue to fulfill the instructions of the President of Russia on the construction of a high-speed Latitudinal Highway, we are attracting the company Latitudinal Highway of the Northern Capital to the new concession as an investor," said Governor Alexander Beglov. "It unites the city's long-term partners in PPP projects."
The term of the concession will be 49 years. Under the terms of the agreement, the concessionaire undertakes, within a period of no more than 6.5 years from the date of commencement of construction, to create a highway, the ownership of which will belong to the city, as well as to operate the facility, including maintenance, repair and control from the date of commissioning of the relevant stage until the expiration of the concession agreement.
According to the technical and economic characteristics of the facility, the highway includes structural elements, protective and artificial road structures, production facilities, elements of the arrangement of the highway, a non-stop (barrier-free) toll collection system.
The second stage of the SMSD will take place from the transport hub at the intersection with Vitebsk Ave. to the transport hub at the intersection with Sofiyskaya Str. (from Salova Str. to Kolpinsky highway); the third stage will take place from the transport hub at the intersection with Salova Str. to the transport interchange at the intersection with Glukhoozersky highway (from nab. Bypass can. to Knipovich Street) in the left direction and to 2nd Luch Street (from Professor Kachalov Street to Bekhterev Square) in the right direction of movement.
Within the framework of the fourth stage, the work is divided into several sub-stages: stage 4.1 ⎯ the section from the transport hub at the intersection with Glukhoozersky highway (from nab. Bypass can. to Knipovich Street) in the left direction and from 2nd Luch Street (from Professor Kachalov Street about Bekhterev Square) in the right direction, further along the northern railway semicircle, at the intersection with the Neva River to the transport interchange at the intersection with Soyuzny Ave.; stage No. 4.2.1 - section to Russian Ave. (from ave. Five–year plan and Kollontai Street to Krzhizhanovsky Street); stage No. 4.2.2 - the section to the transport interchange at the intersection with the ring road.
The total length of the SMSD will be 32.4 km, of which 16.7 km will pass within the borders of St. Petersburg and 15.7 km through the territory of the Leningrad region. The highway will not only improve the transport connection between St. Petersburg and the Leningrad region, but also radically redistribute traffic flows in the agglomeration. In the future, the expressway will become part of an updated transport corridor to Karelia, Murmansk, Arkhangelsk and other regions.
The capital costs for the creation of the facility amount to 241.3 billion rubles in the prices of the corresponding years, including VAT. Financing will be provided from the federal and regional budgets, as well as extra-budgetary sources. On behalf of the President of Russia, 90 billion rubles will be allocated from the federal budget to St. Petersburg for the construction of the second and fourth stages of the SCHMSD.
Recall that traffic on the first stage of the SMSD - Vitebsk interchange – will be launched in December 2024. The Vitebsk interchange runs from the junction with the Western High-Speed Diameter (ZSD) in the area of Blagodatnaya Street, passes in an overpass over Mitrofanevsky Highway and Moskovsky Prospekt and then continues to Vitebsk Avenue.
