    Saint Petersburg has one of the highest investment potentials in Russia, primarily thanks to:

    Saint Petersburg is located at the eastern tip of the Gulf of Finland, the Baltic Sea. The city covers an area of 1,439 square kilometers, 650 square kilometers of which is represented by the territory of high-density and build up. The city acts as a driver of economic development, which has a synergistic effect for the development of the regions of the North-West of the Russian Federation.

    Due to its unique geographical location on the Baltic Sea coast, the city is a convenient transport and logistics hub, represented by all types of transport links. As part of the modernization and expansion of the trunk infrastructure, it is planned to implement strategically important projects that can give further impetus to the development of the transport and logistics complex and the intensive development of domestic inbound tourism.

    The investment attractiveness of Saint Petersburg is particularly based on the access to industrial infrastructure. In total, there are about 50 large industrial zones in Saint Petersburg. During the implementation of measures for the investment development of industrial zones, an integrated approach is applied to the development of territories with the involvement of budgetary funds, in which the city carries out urban planning, engineering and transport preparation of production sites, as well as works on the documentation on the planning of territories of non-residential zones.

    For investors focused on production, large population (as of 01.01.2022, the population of Saint Petersburg is 5.6 million people) and, consequently, a capacious sales market is a favourable factor. For any investor, an additional incentive is a high concentration of highly qualified personnel. More than 3 million people are employed in the city's economy, 86.5% of them have a professional education. The city retains its position as one of the largest centers of university science and education: for example, 6 Saint Petersburg universities were included in the ranking of the best universities in the world QS-2022, published by the British consulting company Quacquarelli Symonds.

    In addition, Saint Petersburg is the cultural center of Russia. By means of that the investments in the tourism business become promising. In order to attract guests from other regions and friendly countries, a large-scale information campaign is being implemented in the city, within the framework of which, for example, the Committee for Tourism Development of Saint Petersburg, the City Tourist Information Bureau and the Convention and Exhibition Bureau hold a road show "Welcome to Saint Petersburg!". The program includes a demonstration of the tourist opportunities of the Northern Capital and has already been successfully held in Mumbai and Delhi, the United Arab Emirates, the PRC. In addition, the tourist potential of Saint Petersburg was also represented in a number of Russian regions (Nizhny Novgorod, Kazan, Samara and Ufa, Volgograd, Rostov-on-Don, Krasnodar and Sochi).

    The slogan "Saint Petersburg is an open city" highlights the special approach of the Government of Saint Petersburg to managing the city's economy, implemented by the Investment Committee, and having two main goals:

    • creation of the most comfortable conditions for the activation of business and investment activities in Sain Petersburg;
    • establishment of a positive image of the city.

    Thanks to the integrated approach and active support of the city Government, many projects in various spheres of the city economy have been implemented in Saint Petersburg in recent years.

    A number of programs of the Government of Saint Petersburg are aimed at supporting both active investors in the territory and creating conditions for the arrival of new ones.

    The programs being implemented and planned for implementation are aimed primarily at creating favorable conditions by organizing effective mechanisms for the development of small and medium-sized enterprises, reducing administrative burdens, developing competition and innovative entrepreneurship.
