    The results of SPIEF 2026 and innovations in the investment sector were discussed at the working group

    On June 30, 2026, a meeting of the working group "Improvement of investment activity" of the Headquarters for Improving business conditions was held at the Nevsky Town Hall.
    The event was led by Ivan Skladchikov, Chairman of the St. Petersburg Investment Committee, and brought together representatives of business organizations, the expert community, and entrepreneurs.
    The purpose of the meeting was to discuss the results of the last St. Petersburg International Economic Forum, the achievements of St. Petersburg in the National Rating of the investment Climate, as well as new tools to support investors and solve urgent investment policy issues.
    "At the SPIEF, St. Petersburg is forming its portfolio of investment projects and creating a high-quality foundation for further progressive development. This year, a landmark event took place at the forum - St. Petersburg entered the top three of the National Investment Climate Rating for the first time. We see a steady increase in investor interest in St. Petersburg, and our task is to improve the conditions for project implementation, and, accordingly, the business environment indicators that form the basis for rating formation," said Ivan Skladchikov.
    He said that St. Petersburg was among the top 10 leading regions in the sub-indexes of the rating: "Regional Investment Standard" (RIS) and "Efficiency of involving windows in economic turnover."
    The high quality of the implementation of RIS in St. Petersburg is confirmed by experts and the business community. As part of the RIS on the Investment Portal of St. Petersburg‑St. Petersburg has implemented modern, convenient digital services that provide entrepreneurs with solutions to issues arising during the investment process. The single window principle allows you to analyze business opportunities and solve operational issues online at the pre-investment and direct investment stages of projects, up to the commissioning of the facility.
    The focus of the participants of the working group was on developing further effective approaches to the involvement of cultural heritage sites in investment turnover.
    As Dmitry Panov, Chairman of the St. Petersburg regional branch of Delovaya Rossiya, noted, the main goal is to reduce unnecessary administrative procedures when adapting windows for modern use, which will make restoration projects of historical buildings economically feasible and effective.
    Dmitry Panov also emphasized St. Petersburg's interregional cooperation, which will promote the products of St. Petersburg enterprises and increase the interest of investors from other regions in the Northern Capital.
    The discussion took place in the format of a direct dialogue, during which Ivan Skladchikov answered questions from business representatives about the advantages of the "priority tourism project" status. Thus, the provisions of the Rules of Land Use and Development, which stipulate that hotels and sanatoriums are located when they can be provided with residential facilities, will not apply to tourist infrastructure facilities created and operated as part of priority tourism projects. The relevant law was signed by the Governor of St. Petersburg on June 29, 2026. This will allow bona fide investors to implement projects to create tourist infrastructure facilities without additional financial and administrative burden.
    The interest of the meeting participants was aroused by the algorithm for making changes to the properties specified in the lease agreement on investment terms, which Marina Shatrova, Acting Director of the St. Petersburg State Budgetary Institution "Investment Management", spoke about as part of the agenda. She drew attention to the updated procedure for the targeted provision of land, which has been in effect in St. Petersburg since November 14, 2025 and includes mandatory confirmation of compliance of the planned facility with the criteria established by law, and also advised entrepreneurs to work out and calculate technical and economic parameters as accurately as possible at the stage of developing the project concept. In the case when it is necessary to fix reasonable changes in parameters, the investor needs to send a new project concept to a "single window" based on Investment Management.
    Important initiatives on topical issues of urban infrastructure development were discussed at the meeting, which, according to the general opinion of the participants, will be the subject of discussion at the next meetings.
