A construction permit has been obtained for stage 4.1 of the CMMSD with a bridge over the Neva River

The concessionaire of the construction project for stages 2-4 of the Latitudinal Highway in St. Petersburg, LLC Latitudinal Highway of the Northern Capital, has received a construction permit for stage 4.1, the central element of which will be a bridge crossing over the Neva River. The document was issued by the State Construction Supervision and Expertise Service of St. Petersburg today, May 29, 2026.
"The crossing in the alignment of Faience and Ash Streets will unload the neighboring ones - Volodarsky Bridge and Alexander Nevsky Bridge. It will redistribute traffic flows and reduce the load on existing bridges and adjacent roads on the right and left banks of the Neva River. The new bridge will connect them in the most sought-after location. With the introduction of the Bolshoy Smolensky Bridge and this new one as part of the SCHMSD, the road situation will change not only for the actively growing Nevsky district, but also for the south of St. Petersburg as a whole, as well as the entire St. Petersburg‑St. Petersburg agglomeration," said Governor Alexander Beglov.
The new stage of the CMMSD will run from the intersection with Glukhoozerskoe Highway and 2nd Luch Street, then along the northern railway semicircle to the interchange with Soyuzny Prospekt. In this segment, the highway will cross the Neva River, and it is here that one of the key facilities will appear — a modern drawbridge. The length of the stage will be 3.4 kilometers on the right and 4.5 kilometers on the left.
"The transition to the construction of stage 4.1 means that the CMMSD project has actually reached a key stage of implementation. Obtaining the permit is the result of the comprehensive work of the city and the investor in the public—private partnership format, which has proven its effectiveness in implementing infrastructure projects of this scale. VTB has consistently participated in the development of St. Petersburg's transport infrastructure, and the CMMSD is one of the backbone projects that will ensure long-term benefits for urban mobility and the economy," said Anton Novikov, CEO of VTB Infrastructure Holding, Chairman of the Board of Directors of Northern Capital Latitudinal Highway LLC.
To implement the most technically difficult stage of the CMMSD, it will be necessary to erect 410 supports with the installation of more than 1,170 drilling piles. The drawbridge of the new bridge will be made in the form of a single—wing drop-down structure, the length of the drawbridge will be 60.1 meters - this is a record for this type of bridge in St. Petersburg. 
Completion of the construction of stage 4.1 of the CMMSD in accordance with the concession agreement is scheduled for 2031.
Recall that on March 31, 2026, Russian President Vladimir Putin launched the construction of 2-4 stages of the CMMSD. Positive conclusions of the Glavgosexpertiza were received for all stages of the SMSD. The project provides for the installation of an automated traffic management system and modern electric lighting throughout the CMMSD, noise barriers and protective fences are also provided in some areas.
