    A visiting lecture for students of the Polytechnic University was held at the Nevsky Town Hall

    Today, students of the Institute of Industrial Management, Economics and Trade of Peter the Great St. Petersburg Polytechnic University visited the Nevsky Town Hall for field training. Dmitry Kapitov, Deputy Chairman of the St. Petersburg Investment Committee, delivered a lecture on key investment projects in St. Petersburg.
    Students of the first, third and fourth years of the courses "State and Municipal Administration", "Economics" and "Management" learned about the mechanisms of attracting investments into the city's economy, which allow them to implement large and long-term infrastructure projects. Among such mechanisms, the main one is a public-private partnership.
    "Despite the complexity of the PPP instrument, as well as the rather long procedure for negotiations between the parties, the PPP mechanism is currently considered one of the priorities in St. Petersburg to determine the main legal and financial conditions of the project. Due to its flexibility and adaptability, PPP allows for the implementation of investment projects in various fields, taking into account the specifics of each project. The practice of St. Petersburg shows that it is possible to apply various financing conditions in PPP projects: with the involvement of regional and federal budgets, using support tools that allow investors to obtain preferential credit conditions," said Dmitry Kapitov.
    Future economists and civil servants have acquired knowledge about the legal basis for the implementation of PPP projects in St. Petersburg, the mechanisms of risk distribution between public and private parties, the advantages for each of the parties, various mechanisms for the return of investment funds, and the operating conditions of the facilities being created.
    Using the example of large-scale projects implemented, students gained a detailed understanding of the uniqueness of the facilities created by investors. So, among the most striking is the toll highway "Western High–speed Diameter", characterized by the complexity of architecture and technology. In particular, the pylons of the cable-stayed bridge across the Ship Fairway are sloped as a symbol of the main business card of St. Petersburg – drawbridges.; The bridge over the Sea Canal has a maximum bridge size of 52 meters to ensure the unhindered passage of all vessels that form the historically established ship turnover of the city.
    In continuation of the development of the modern transport framework, a high-speed Latitudinal highway is being created with the principle of barrier-free passage "free flow" without barriers. As part of the project, a new bridge with the longest draw span of a single-wing drop-down system will be built.
    Special attention at the lecture was paid to St. Petersburg's projects in the field of creating a high-speed tram service, which are one of the priorities for the development of convenient public transport. The concession for the construction and operation of the Chizhik tram network was the first such experience in Russia. During the implementation of the concession agreement, the investor reconstructed more than 14 km of tram tracks and a contact network in the Krasnogvardeysky district, built 3 turning rings, a high-tech depot, and purchased 23 modern low-floor trams.
    The creation of the Slavyanka line, for which the Nevsky 71-932 shuttle-type wagons were selected, continued the experience of implementing concessions in the field of light rail transport. They are able to move in both directions without turning around, allow you to save space at the end points, eliminating the need to build turning rings, and provide flexibility in line operation, especially in dense urban areas.
    The students also learned about the specifics of the creation of secondary schools and the SKA Arena sports complex under concession agreements, about the development of Pulkovo Airport through PPP, as well as about new promising agreements that are currently at various stages of preparation. At the end of the lecture, the students were able to get answers to their questions.
    The event was organized on the initiative of the student association "Laboratory of Public Administration". For future specialists, the lecture was a great opportunity to immerse themselves in a professional environment, to receive information for scientific and research work.
