    The construction of the Shirokaya Highway for high‑speed traffic is classified as a project of national importance.

    By Order of the Government of the Russian Federation dated August 25, 2026, No. 2274‑r, the implementation of the concession agreement for the creation of the Shirotnaya Highway for high‑speed traffic in St. Petersburg has been classified as an event of national importance. The document was signed by the Chairman of the Government of the Russian Federation, Mikhail Mishustin.
    “Recognizing the Shirotnaya Highway for High‑Speed Traffic as a project of national importance gives it a special legal status and underscores its importance for addressing the key development tasks of our country.” The CMMSD plays a special role for the development of the transport system not only in St. Petersburg, but also in the entire North-West of Russia. The highway will provide comfort to motorists and the shortest connection between federal highways and the seaport of St. Petersburg.‑St. Petersburg. The high status given to the project at the federal level is a large–scale government support that allows us to concentrate resources on its implementation," said Governor Alexander Beglov.
    On behalf of Russian President Vladimir Putin, 90 billion rubles will be allocated from the federal budget for the implementation of the CMMSD project.
    Currently, the city has completed the state examination of all project documentation for the ShMSD — positive conclusions have been obtained from the Federal Autonomous Institution “Glavgosexpertiza” regarding the project documentation for all stages. Preparations are underway to develop the construction site along the entire length of stages 2–4. Construction of the main structures of the highway began at stages 2 and 4.1 in accordance with the obtained construction permits. The planned phased commissioning date for the facility is 2029–2031.
    It should be recalled that the CMMSD is one of the largest transport infrastructure projects in Russia implemented using the mechanism of public-private partnership. 
    Financing, creation and operation on a paid basis of 2-4 stages of the CMMSD is carried out by LLC "Latitudinal Highway of the Northern Capital" on the basis of a concession agreement signed on 11/20/2024.

    The ShMSD is a six‑lane toll expressway; the total length of stages 2–4 is 14.1 km, including the construction of a new drawbridge that will connect the banks of the Neva River in the area of Zolnaya and Fayansovaya streets.
    The first stage of the ShMSD — the Vitebsk interchange, which runs from the transport interchange with the Western Special Highway in the area of Blagodatnaya Street to the transport interchange with Vitebsky Prospekt — was put into operation in December 2024.
