    St. Petersburg has entered the top three in terms of PPP development

    On May 23, the Ministry of Economic Development of the Russian Federation presented a rating of the subjects of the Russian Federation on the level of development of public-private partnership (PPP) for 2023. St. Petersburg took the third place in the ranking. The results were summarized at a meeting led by First Deputy Economic Development Ilya Torosov.
    "St. Petersburg has been working for more than 15 years to attract investments using the mechanism of public-private partnership. Thanks to this, it was possible to implement a number of projects unique in scale and significance, which in many ways changed the Northern capital and improved the quality of the urban environment. Among the striking examples are Pulkovo Airport, the second largest passenger traffic in the country, the Western High—Speed Diameter highway, the world's largest ice stadium SKA Arena, and the tram network in the Krasnogvardeysky district. We continue to use this mechanism to implement socially significant projects. Last year, we signed a number of concession agreements for the construction of educational institutions. On behalf of the President, on the basis of PPP, we are creating key elements of a high—speed Latitudinal Highway, the second stage of Pulkovo Airport, a new tram line in the south of St. Petersburg and other facilities," said Governor Alexander Beglov.
    St. Petersburg improved its position, gaining 42.6 points. The top five leading subjects in terms of PPP development in 2023 included: Moscow (98.9 points), Nizhny Novgorod (53.2 points) and Leningrad (42.0 points) regions, Perm Krai (39.5 points).
    The position in the rating consisted of three factors: an assessment of the results of the implementation of PPP projects in 2023 and in previous years, as well as an assessment of the work of authorities, their openness to investors and willingness to support PPP projects.
    In St. Petersburg, in 2023, a PPP agreement was signed for the creation of a perinatal center with an investment volume of more than 15 billion rubles, as well as concession agreements for the creation of five schools with a total investment volume of more than 12 billion rubles. Currently, there are about 20 PPP projects in the portfolio of St. Petersburg at various stages of implementation for a total investment of more than 650 billion rubles.
    It should be noted that our city can rightfully consider itself a pioneer of the PPP movement - the first law on PPP was developed and adopted in 2006 in the Northern capital, later it formed the basis of federal legislation on PPP.
    Currently, the St. Petersburg Investment Committee is developing new investor support tools for the implementation of socially significant projects in priority sectors of the city's economy, including updating the investment legislation of St. Petersburg.
