    The State Duma adopted the law on the regional investment standard

    The State Duma adopted in the second and third readings the law on amendments
    to the Federal Law "On Investment Activities in the Russian Federation Carried out in the Form of Capital Investments" and "On the State Development Corporation "VEB.Russian Federation" in terms of ensuring a unified approach in the subjects of the Russian Federation and municipalities to the development of investment activities.
    The law was prepared in accordance with the instructions of Russian President Vladimir Putin
    following the results of the St. Petersburg International Economic Forum regarding the preparation of proposals jointly with the executive bodies of the constituent entity of the Russian Federation. 
    and with the participation of leading public associations of entrepreneurs on amendments
    to legislation aimed at establishing common principles for supporting investment projects in the constituent entities of the Russian Federation and consolidating the mechanisms of the regional investment standard (RIS). 
    The adoption of the law will contribute to achieving the goal set by the President of the Russian Federation — to ensure by 2030 an increase in the volume of investments in fixed assets by at least 60 percent compared with the level of 2020 by systematically improving the investment climate.
    "All elements of the regional investment standard have been implemented in St. Petersburg since 2023. It operates and is annually confirmed in practice and as part of the evaluation of the Agency for Strategic Initiatives' annual rating. This year, our city entered the top three of the National Rating of the investment climate according to the general assessment and the top 10 regions according to the subindex "Regional investment Standard". Informing potential investors about the opportunities to use RIS tools is carried out through the official Investment portal of St. Petersburg., 
    and the support of investment projects is organized according to the "single window" principle — at all stages, up to the commissioning of facilities," said Ivan Skladchikov, Chairman of the Investment Committee of St. Petersburg. 
    The new law provides for the introduction of legal regulation of the mechanisms of the regional investment standard, including the definition of powers to approve specialized organizations for working with investors, the formation of investment committees and to ensure an effective feedback mechanism for businesses and investors with the authorities. Special attention is paid to the role of municipalities. 
    "The law proposes to consolidate the possibility of appointing investment commissioners from among municipal employees — officials responsible for interacting with investors and creating conditions at the local level for the implementation of investment projects. It is proposed to introduce a monitoring system for the implementation of these measures, implemented by the Ministry of Economic Development of the Russian Federation in cooperation with federal and regional authorities. The monitoring results will be sent to the President of the Russian Federation," said Maxim Topilin, Chairman of the State Duma Committee
    on Economic Policy.
    The initiative aims to consolidate the best RIS practices implemented
    in the regions with the support of the Government of the Russian Federation and the Agency for Strategic Initiatives (ASI) over the past four years. 
    The law also adds the concept of a "unified approach to the development of investment activities carried out in the form of capital investments" as a system of principles, methods and tools for investment management in the constituent entities of the Russian Federation., 
    This includes the approval of investment declarations, the identification of regional specialized organizations for attracting investments and working with investors, and the creation of investment committees. It is established that the requirements for regional specialized organizations for attracting investments and working with investors will be determined by the region itself.
    Thus, the law unifies the common legal mechanisms of the regional investment standard throughout the country. This will allow the subjects of the Russian Federation to work systematically with investors, create equal conditions for all participants in the investment process and stimulate the inflow of investments into the economy of the Russian Federation, which directly contributes to the achievement of national development goals.

    The Regional Investment Standard is a system of rules and procedures developed and approved by the Ministry of Economic Development of Russia in 2021 in order to improve the investment climate in the constituent entities of the Russian Federation. The elements of the regional investment standard are designed to optimize the interaction between business and government, remove typical barriers and shorten the investor's path from idea to project implementation.
    By the end of 2025, the regional investment standard has been successfully implemented in all 89 regions of the Russian Federation. Since December 2024, regional development agencies have formed 359 investment proposals worth over 1.3 trillion rubles.
