St. Petersburg took the first place in the country in terms of the dynamics of the implementation of PPP projects
On May 22, 2025, the Ministry of Economic Development of the Russian Federation presented a Rating of the subjects of the Russian Federation on the level of development of public-private partnership (PPP) for 2024. The results were summarized at a meeting chaired by Maxim Kolesnikov, First Deputy Minister of Economic Development.
In terms of the dynamics of the implementation of PPP projects, St. Petersburg took the first place in the country. According to the results of an integrated assessment of all rating factors, St. Petersburg was second only to Moscow. Compared to the rating of 2023, St. Petersburg has improved its position and moved up one line.
The positions in the rating are formed from an assessment of three factors: the dynamics of the implementation of PPP projects, the experience of creating such projects, as well as the work of authorities and their involvement in PPP projects.
"The results of the rating are a good gift for our city on its birthday. We are developing St. Petersburg with the support of the President of Russia as a metropolis of the 21st century. The 2nd place in the overall standings and the 1st in assessing the dynamics of project implementation is an expert, not just a statistical confirmation of the successful economic development of St. Petersburg," said Governor Alexander Beglov.
The mayor recalled that more than two decades ago, St. Petersburg was the first city in the country to successfully implement various types of public-private partnerships. According to the governor, today successful experience serves as the basis for launching new projects, unique in scale, approved by the President of Russia.
"We apply the PPP scheme in all socially significant areas: healthcare, transport, education, culture, sports, tourism. Six years ago, the Chizhik tram network was created by concession in the Krasnogvardeysky district. In 2023, the world's largest ice stadium, SKA Arena, was opened. Since April 2025, the educational process has begun in five secondary schools in the Northern Capital, built by investors under concession agreements. Together with the concessionaires, we continue to develop the Western High-speed Diameter. Using the PPP mechanism, we are building a high-speed Latitudinal highway and the second stage of Pulkovo Airport. All these megaprojects are included in our urban program "10 priorities for the development of St. Petersburg‑St. Petersburg until 2030," said Governor Alexander Beglov.
The concession agreement for the creation, financing and operation of 2-4 stages of the CMMSD in St. Petersburg with a total investment of 241.3 billion rubles was signed on November 20, 2024. Traffic on the first stage of the CMMSD, the Vitebsk interchange of the WSD– was opened in December 2024.
In December 2025, it is planned to commission the first stage of the Slavyanka tram line, which is being built under a concession agreement, one of the largest in the field of public light rail facilities. Slavyanka trams will increase transport accessibility in the south of St. Petersburg, where a Technological Valley with campuses of leading universities is being formed.
The implementation of St. Petersburg's transport projects is linked to a system of national goals for creating high-quality infrastructure for living and a comfortable urban environment.
Effective work on attracting extra-budgetary financing to priority projects has allowed St. Petersburg not only to become a leader in the field of PPP, but also to significantly increase its investment attractiveness. In 2024, the city set an absolute record for attracting investments in fixed assets – more than 1 trillion 529 billion rubles. To date, St. Petersburg's portfolio at various stages of implementation includes about 20 PPP projects with a total investment of more than 850 billion rubles. St. Petersburg's immediate plans include the conclusion of new PPP projects and concessions in key areas of socio–economic development, including recreation, healthcare, and road transport infrastructure.
To improve the PPP policy, the St. Petersburg Investment Committee has carried out extensive work to update regional legislation. In particular, the procedure for the provision of state-owned land in St. Petersburg has been optimized in the execution of concession agreements and PPP agreements. The innovations relate to the field of highway construction and are designed to encourage investors to participate in the creation of St. Petersburg's transport infrastructure.
To ensure transparency of the concession mechanism, a register of all concession agreements implemented in the country has been created on the website of the Ministry of Economic Development of the Russian Federation.
