    Permission has been granted for the construction of the third stage of the Shirotnaya High‑Speed Highway.

    "The concessionaire of the project, LLC "Northern Capital Latitude Highway", has received a construction permit for the third stage of the CMMSD in St. Petersburg. The document was issued by the State Construction Supervision and Expertise Service of Saint Petersburg.‑St. Petersburg on September 16, 2026, opens the possibility to begin construction and installation work on the section that will ensure the continuity of the highway from the second stage to the future bridge crossing over the Neva River.
    "The construction of the CMMSD is one of the ten priorities of St. Petersburg's development in the coming years – megaprojects of the 21st century. “The green light” for the third phase of work allows builders to fully complete the work on the left bank of the Neva River and get right up to the bridge being built across the Neva. The readiness of this section, which includes several important transport interchanges, will significantly affect the traffic situation in the Frunzensky and Nevsky districts,” said Alexander Beglov, Governor of St. Petersburg.
    The third phase will extend the highway from the interchange on Sofiyskaya Street in the direction of Glukhoozerskoye Highway. The length of the phase will be 2.2 km in the right direction and 1.2 km in the left direction. Traffic will be organized along three lanes in each direction.
    At the third stage, 216 supports and 571 bored piles will be constructed. The highway will cross several railway lines and city streets — Salova, Sedova, Fayansovaya, and Neftyanaya Road. Transport interchanges are also planned at the intersections with Sofiyskaya Street and Glukhoozerskoye Highway.
    “The construction permit for the third stage of the WMSD is a key milestone in creating St. Petersburg’s high‑speed transport backbone.” This section will become a connecting link for the entire highway, ensuring the continuity of the route, linking it with subsequent stages and the new bridge crossing over the Neva River. For the city, this is another important step towards creating a unified and non‑stop transport framework for the Northern Capital,” said Anton Novikov, General Director of VTB Infrastructure Holding and Chairman of the Board of Directors of LLC “ShMSS”.
    Given the proximity of existing railway tracks, the work will be carried out under conditions of increased safety requirements and close coordination with railway services.
    For reference:
    Earlier, on 18.03.2026 and 29.05.2026, the Service of State Construction Supervision and Expertise of St. Petersburg issued permits for the construction of stages 2 and 4.1 of the ShMSD, respectively.
    The CMMSD begins at the junction with the WSD in the area of Blagodatnaya St. and runs inside the industrial belt of the southern planning zone along the northern railway semicircle through the territories of Krasnogvardeisky, Nevsky, Frunzensky, Moskovsky, Kirovsky districts to the junction with the Ring Road. The CMMSD will allow, together with the WSD and ring road, to form a single high-speed transport framework of the city.
    JSC "Bamtonnelstroy-Most" acts as the general contractor for the construction of stages 2, 3, 4.2 of the CMMSD.
