All the design documentation of the SCHMSD has been approved by Glavgosexpertiza of Russia

On December 15, 2025, FAA Glavgosexpertiza of Russia issued a positive opinion on the design and estimate documentation for the construction of stage 4.2.1 of the Latitudinal High-speed Highway. All stages of one of the largest infrastructure projects in St. Petersburg now have positive state expert opinions, which confirms their full compliance with legal requirements and technical regulations.
"The latitudinal high-speed highway is included in our program of ten priorities for the development of St. Petersburg. Today we have overcome an important milestone: the SMSD has received the last necessary approvals from Glavgosexpertiza. We are already actively preparing the territory of the second and fourth stages of the highway from the Vitebsk interchange to the Ring Road," said Governor Alexander Beglov. – The highway will become a key element of the transport framework of St. Petersburg, which we are forming on behalf of the President. The project takes into account the specifics of urban conditions and the wishes of federal agencies. Special attention is paid to the ecology and comfort of Petersburgers."
Construction stage 4.2.1 is 4 km long and will run through the Nevsky and Krasnogvardeisky districts of St. Petersburg, from the transport interchange at the intersection with Soyuzny Prospekt near Ladozhsky Railway Station to the city border at the intersection with Commune Street.
Taking into account the peculiarities of urban conditions and dense buildings, it is planned to build a two-level site. This is the optimal solution that allows the highway to be integrated into a confined space with minimal impact on the existing infrastructure.
In order to comply with sanitary standards on noise impact on residential areas, 8.7 kilometers of modern noise screens with a height of four to six meters will be installed.
Technical characteristics of the site:
- the estimated speed is 120 km/h;
- number of traffic lanes (in both directions) – 6;
- the width of traffic lanes for motor vehicles is 3.50–3.75 m;
- the width of the security lane is 2x1 m;
- the width of the stop lane is 2x1.5 m.
It should be recalled that the construction of the Latitudinal High–speed Highway is a megaproject of St. Petersburg, implemented on behalf of the President of Russia on the development of the transport system of the St. Petersburg agglomeration. In accordance with the Master Plan for the Development of St. Petersburg, the CMMSD, along with the Western High-speed Diameter and the Ring Road, will ensure the withdrawal of transit traffic flows from the city center, create a direct link between the eastern areas of urban development with the center and south of the city and indirectly through the WSD with the north.
