    Export of infrastructure solutions: iconic St. Petersburg PPP projects presented to the Kyrgyz delegation

    On October 8, 2026, the Investment Committee of St. Petersburg hosted a working meeting with members of the Kyrgyz delegation who visited our city on a study visit through the United Nations Development Program (UNDP). The purpose of the event was to study the experience of St. Petersburg in the field of investment policy formation, investor support, and the implementation of public-private partnership projects.
    The working meeting was attended by Consul of the Consulate General of the Kyrgyz Republic in St. Petersburg Joomart Abdymanapov, Head of the Secretariat of the Council for Business and Investment Development under the Cabinet of Ministers of Kyrgyzstan Uluk Kydyrbayev, Head of the Department for Monitoring and Promotion of PPP projects at the Center for Public-Private Partnership of Kyrgyzstan (under the Ministry of Economy of Kyrgyzstan) Abdu-Salam Tayirov, Managing Director of VEB.Alexander Kirevnin of the Russian Federation, as well as representatives of the regional investment councils of Kyrgyzstan, the UNDP, and the St. Petersburg Information and Business Center in Bishkek.
    Dmitry Kapitov, Deputy Chairman of the St. Petersburg Investment Committee, told the delegation about the experience of using the public-private partnership model in St. Petersburg, including major investment projects already implemented and promising initiatives in the field of transport infrastructure development in accordance with the "10 Priorities" program.
    "St. Petersburg is Russia's recognized leader in the implementation of public-private partnership projects. In 2026, St. Petersburg entered the top three of the ASI National Investment Climate Rating, thereby confirming its unique experience and potential in the field of investment development. “Today, St. Petersburg’s portfolio includes about 18 PPP projects at various stages, with a total value of around 880 billion rubles,” Dmitry Kapitov noted.
    Marina Shatrova, Acting Director of the St. Petersburg State Budgetary Institution “Investment Management,” presented the system for supporting entrepreneurs in St. Petersburg, in particular the mechanism for supporting investors based on the “single window” principle when working with projects — from the initial idea to the commissioning of the facility.
    In turn, the delegation members presented the investment potential of the Kyrgyz Republic, promising areas for investment, and opportunities for implementing joint projects.
    Within the framework of the meeting, the Kyrgyz colleagues were given an on-site acquaintance with the iconic investment facilities of St. Petersburg.
    The delegation members traveled along the Western High—Speed Diameter (WSD) and visited the WSD Traffic Control Center, a place without which the highway could not have become one of the safest in Russia. The guests learned about the principles of the automated traffic management system and unique engineering solutions implemented at the ZSD: bridges, overpasses and tunnels, which have already become new attractions of the city.
    Along the Vitebsk interchange of the ZSD, the first stage of the Latitudinal Highway of high–speed traffic, the guests from Kyrgyzstan reached the SKA Arena, where they inspected the world's largest ice rink and other facilities of the unique multifunctional sports complex.
    The next point of the delegation's visit was the Slavyanka tram line. The guests took a high-speed tram ride from the final stop "Balkansky" to the tram depot on Novgorodsky Prospekt in Shushary, appreciated the artificial structures of the first stage of the line - overpasses over Vitebsk Avenue, Moskovskoe Highway and ring Road, as well as the bridge over the Volkovka River, the total length of which is almost three kilometers. The participants of the visit were particularly interested in the modern Russian depot equipment, which makes it possible to reduce the maintenance time of rolling stock and improve traffic safety on the line.
    The final point of the visit was an inspection of the Pulkovo facilities, where the megaproject of the second stage of the airport is being implemented. The guests learned about the prospects for developing the airport infrastructure and improving passenger service systems to ensure safety, speed and comfort at all stages — from entering the terminal to boarding the plane.
    The delegation of Kyrgyzstan showed great interest in the specifics of the use of the PPP mechanism in the implementation of each project, which was introduced in practice, and noted the high level of operation of all demonstrated facilities.
    The results of the visit and the knowledge gained by the delegation members will become the basis for strengthening and improving the effectiveness of work on investment projects in the Kyrgyz Republic.
