Applications for the competition of the best PPP projects in the social sphere are open.

On April 1, 2025, the start of the annual MARCH competition was announced. The competition selects the best practices for the creation and reconstruction of social infrastructure facilities based on public-private and municipal-private partnerships, whose activities are aimed at preserving and strengthening traditional spiritual, moral, cultural and historical values.

The competition is organized by the Committee of the State Duma of the Federal Assembly of the Russian Federation on Regional Policy and Local Self-Government and the Non-governmental Development Institute Transproekt in cooperation with the Federal People's Council.

Projects that contribute to the preservation and strengthening of Russian spiritual and moral values and are implemented in one of the following industries are invited to participate in the MARCH competition: education, culture, sports, social protection of the population, sanatorium treatment.

The following categories of participants can take part:

– federal and regional government authorities, as well as local governments;
– initiators of projects planned for implementation;
– investors, concessionaires, private partners.

Application deadlines: for projects planned for implementation – from April 1 to May 31, 2025; for projects under implementation – from June 16 to August 17, 2025. The evaluation of the submitted applications and the award ceremony of the finalists will take place in November–December 2025. 

Participation in the competition is intended to popularize Russian moral guidelines in their applied aspect, using the example of creating socially significant facilities. 

The involved authorities and investors will be able to discuss topical issues of socio-economic development and share their experience in implementing projects in various fields based on PPP.

In 2024, 47 applications from 25 regions of the Russian Federation were submitted for participation in the MARCH competition. In particular, the project of a general education school for 1,100 places, implemented in St. Petersburg under the concession mechanism, reached the final of the competition.
