The hearing on Saint Petersburg Sports and Concert Complex reconstruction took place in the Legislative Assembly of St. Petersburg

The parliamentarians discussed the main details of the concession agreement and the tender procedures progress with the relevant committees.

Roman Golovanov, St. Petersburg Investment Committee Chairman spoke about the project background and announced the technical and economic parameters of the future multifunctional sports complex. Special attention was paid to the prohibit on housing development around the Saint Petersburg Sports and Concert Complex reconstruction and the project financing procedure.

«All the operating costs of updated Saint Petersburg Sports and Concert Complex after the reconstruction completion will be borne by the Concessionaire. The city’s expenses will amount to zero rubles», Roman Golovanov said. «Totally the planned project cost is about 24-25 billion rubles, while St. Petersburg will pay no more than 10 billion. Now we are considering the opportunity of federal participation in the project financing».

Urban Planning and Architecture Committee and Sport and Physical Education Committee will be the project experts. Besides it was mentioned that the complex architectural appearance will be discussed and will retain the recognizable appearance of Saint Petersburg Sports and Concert Complex. Now the building is being transferred for reconstruction, it undergoes the required preparatory and emergency work.

The project to create a multifunctional sports and leisure complex in Moscovsky region involves St. Petersburg Sports Complex reconstruction. As a result, a modern ice arena with a capacity of at least 20300 spectators will be created for the 2023 World Ice Hockey Championship and a theme sports park will be located on the adjacent one.

The new arena must comply with the international requirements for major sporting events and large-scale cultural events facilities.

The Concessionaire will be determined within the open tender in the manner, prescribed by the Federal Law of July 21, 2005 No. 115-Federal Law «On Concession Agreements». The project’s competitive documentation was officially published, applications for participation were accepted until November 20, 2019. A tender proposal is now expected from the only applicant – «SKA-Arena» LLC.
