A contract has been signed for the construction of stage 4.1 of the CMMSD with a bridge across the Neva River

On June 2, 2026, the concessionaire for the construction and operation of the Latitudinal High-Speed Highway in St. Petersburg, the Latitudinal Highway of the Northern Capital (LLC SCHMSS), signed a general contract with JSC Roads and Bridges of the National Project for construction and installation work on stage 4.1 of the LSD. The central element of the stage will be a bridge crossing over the Neva River with a drawbridge.
"An agreement has been signed for the construction of a bridge across the Neva River as part of the CMMSD. The city is ready to start its construction. This crossing is important for the development of the entire St. Petersburg agglomeration. The CMMSD project solves a number of transport and socio‑economic tasks - it creates the shortest exit from the cargo areas of the seaport "Bolshoy Port of St. Petersburg‑St. Petersburg" on highways, unloading exits from the city in the direction of Karelia, Murmansk, and Arkhangelsk, increases the tourist attractiveness of the Northern capital. The construction of drawbridges in St. Petersburg is entering a new stage," said Governor Alexander Beglov.
Stage 4.1 covers the section from Glukhoozersky Highway on the left and from 2nd Luch Street on the right to Soyuzny Prospekt. The length of the stage will be 3.4 km on the right and 4.5 km on the left.
"The construction of the bridge crossing is the key and most technologically challenging stage in the implementation of the CMMSD. For the first time in the history of St. Petersburg, a drawbridge will become part of an expressway with continuous traffic, which sets a new standard for urban transport infrastructure. VTB, acting as a strategic partner of the city, consistently participates in the development of a modern transport system that opens up additional opportunities for the development of the agglomeration. We are confident that through joint efforts a unique infrastructure facility will be created that corresponds to the status of the cultural capital," said Anton Novikov, Chairman of the Board of Directors of SCHMCC LLC, CEO of VTB Infrastructure Holding.
The length of the bridge, excluding approaches, will be 462.9 meters, and including approaches - 777.3 meters. The bridge crossing over the Neva River will be built on 11 pillars, six of which will be located in the riverbed. The SCHMSD bridge will have the longest movable span wing of a single-wing drop-down system - 60.1 meters. The project provides for a quick bridge installation: a full cycle will take about two minutes. Only the Liteyny Bridge demonstrates comparable speed in St. Petersburg today.
The bridge across the Neva River as part of the SCHMSD was designed taking into account the current height restrictions associated with its location near the cultural heritage site — the Finnish Railway Bridge. The elevation of the new structure above the ground will be about 10 meters. This solution allows you to preserve the historical panorama and not block the view of the famous historical bridge.
After commissioning, the SCHMSD bridge will connect the two banks of the Neva River in the interval between the Alexander Nevsky Bridge and the Volodarsky Bridge and will take over part of their traffic load. Together with the Bolshoy Smolensky Bridge under construction, the new crossing will become the second drawbridge being built in St. Petersburg over the past forty years.

It is an honor and a matter of professional pride for us to add another drawbridge to it," said Alexey Krapivin, General Director of JSC NPS Group of Companies.
The megaproject for the construction of the CMMSD is included in the list of ten priorities for the development of St. Petersburg. In accordance with the Master Plan for the Development of St. Petersburg, the SCHMSD with the bridge over the Neva River is one of the main links in the framework of urban highways of high-speed and continuous traffic along with the ring road and the ZSD.
