    The investment policy of St. Petersburg is aimed at developing key sectors of the economy, such as science and high technology, manufacturing, transportation and logistics, education and healthcare, culture, tourism, and sports. Large-scale, capital-intensive investment projects are designed to unlock the city's potential in these areas and serve as growth drivers that will shape the future of St. Petersburg as a 21st-century metropolis.

    Over the past few years, our city has made significant strides in infrastructure, attracting strategic investors and implementing socially significant initiatives focused on the needs of individuals.

    The flagship investment projects of St. Petersburg are being implemented under the directives of the President of Russia. A notable example is the tourism and recreation cluster “Island of Forts.” The development of the High-Speed Traffic Corridor and the High-Speed Rail Line will create an integrated high-speed transportation system. The Technological Valley, currently under construction in the southern part of the city, will contribute to achieving industrial and technological sovereignty. The “Saint Petersburg Marina” sea resort project, part of the federal program “Five Seas and Lake Baikal,” will enhance year-round recreational opportunities for residents and visitors alike.

    St. Petersburg was the first city in Russia to adopt public-private partnerships (PPP) as a standard tool for implementing large infrastructure projects. Today, the Northern Capital ranks among the leaders in PPP development across the country.

    Private investment in the city's economy continues to grow. At the 2024 St. Petersburg International Economic Forum (SPIEF), the city signed agreements totaling 1.227 trillion rubles—the highest volume of signed agreements among Russian regions and double the amount of contracts concluded last year.

    Reaffirming its high investment appeal, St. Petersburg has been ranked among the top five regions in the National Investment Climate Rating of the Russian Federation.

    We continue to improve the business environment for entrepreneurs. All available investor support measures are effectively utilized in St. Petersburg, with the Regional Investment Standard being one of the key mechanisms, fully implemented across the city.
