    St. Petersburg shared its experience in implementing PPP projects with other regions

    A teleconference was held today between the participating regions of the federal educational program "Managerial Skills: development of regional teams." At this stage of the training, the task was to share the best mechanisms and tools for working with investors.

    Dmitry Kapitov, Deputy Chairman of the St. Petersburg Investment Committee, spoke via video link about the successful practices of the Northern Capital and presented a report on "Public-Private Partnership: an impetus for regional development. The experience of implementing PPP projects in St. Petersburg".

    "The experience of implementing investment projects in St. Petersburg shows that the use of the public-private partnership mechanism has great potential, as it allows launching large infrastructure projects, increasing the investment attractiveness of the city, and ensuring the inflow of private capital. PPP is primarily about risk sharing, and this is what makes the mechanism so flexible, adaptive, and diverse," said Dmitry Kapitov.

    He also spoke about the advantages of working with investors through the PPP mechanism and the most striking achievements of St. Petersburg in this area. Special emphasis was placed on transport infrastructure projects, which became the first large-scale experience of using PPP in the Northern Capital. These include the construction of the Western High–Speed Diameter highway, the Chizhik tram network in Krasnogvardeysky district, and the reconstruction of Pulkovo Airport.

    The experience of implementing some landmark projects in St. Petersburg became the basis for the following. Thus, the experience of creating and operating the ZSD is currently being continued in the development of a project to create a high-speed Latitudinal Highway, and the implementation of the project to create and operate the Chizhik tram network is the basis for the construction of the Kupchino - Shushary -Slavyanka tram line.

    As Dmitry Kapitov emphasized, working together with a private partner makes it possible to create unique, technically complex and innovative facilities, which is one of the priorities for the development of St. Petersburg's modern transport system. Some interesting technical specifications were provided for the participants of the teleconference. For example, the WSD includes a bridge over the Ship Fairway with inclined pylons, symbolizing the main business card of St. Petersburg – drawbridges. The ZSD bridge has a maximum bridge size of 52 meters across the Sea Canal to ensure the unhindered passage of all vessels that form the historically established shipping turnover of our city.

    The continuation of the development of the Western High–speed Diameter was the construction of the Vitebsk interchange, the first stage of the CMMSD, which was opened by the President of Russia on December 22, 2024.

    During the presentation, the participants got acquainted in detail with the projects of the CMMSD, the second stage of the Pulkovo airport, the Kupchino - Shushary - Slavyanka tram line and new tram routes in the south of St. Petersburg, as well as with PPP projects in other areas: tourism, education, hotel and sports sectors.

    "The practice of St. Petersburg shows the possibility to implement PPP projects with different financing conditions, including with the participation of regional and federal budgets and support mechanisms such as infrastructure budget loans, infrastructure bonds DOM.Russian Federation, Project Finance Factory. Despite the complexity and duration of the negotiation process with the investor, we can say that the PPP mechanism shows a significant effect in attracting investments into the region's economy. This confirms the rating of the subjects of the Russian Federation in terms of the level of development of public-private partnership, in which in 2024 St. Petersburg took the first place in terms of the dynamics of the implementation of PPP projects and became the second after Moscow in terms of integrated assessment," Dmitry Kapitov summed up.

    At the end of the meeting, the participating regions received answers to questions regarding the use of PPP tools in St. Petersburg.

    The program "Managerial Skills: Development of Regional Teams" is organized by the Academy of National Economy and Public Administration under the President of the Russian Federation in cooperation with the Ministry of Economic Development of the Russian Federation. The program was developed on behalf of the President of Russia in order to create a comprehensive support system for new investment projects in the constituent entities of the Russian Federation.

    The first module of the program was held in Moscow from April 15 to 18, 2025.
