Federal Law No. 115-FZ dated 21.07.2005 «On concession agreements»

The objects of the public-private partnership agreement are

Private highways or sections of private highways, bridges, protective road structures, artificial road structures, production facilities (objects used in the overhaul, repair and maintenance of highways), elements of the arrangement of highways, objects intended for toll collection points (including toll collection points), road service facilities;
Public transport, with the exception of the metro;
Railway transport facilities;
Pipeline transport facilities;
Seaports, river ports, specialized ports, objects of their infrastructures, including artificial land plots, port hydraulic structures, with the exception of seaport infrastructure facilities that may be federally owned, are not subject to alienation into private ownership;
Sea vessels and river vessels, vessels of mixed (river - sea) navigation, as well as vessels engaged in icebreaking, hydrographic, research activities, ferry crossings, floating and dry docks, with the exception of objects that, in accordance with the legislation of the Russian Federation, are in state ownership, are not subject to alienation into private ownership;
Aircraft, airfields, airports, technical facilities and other facilities designed to support aircraft flights, with the exception of objects attributed to the property of state aviation or to the unified air traffic management system;
Facilities for the production, transmission and distribution of electric energy;
Hydraulic structures, stationary and (or) floating platforms, artificial islands;
Underwater and underground technical structures, crossings, communication structures, communication lines and communications, other linear objects of communication and communication;
Healthcare facilities, including facilities intended for sanatorium treatment and other activities in the field of healthcare;
Objects of education, culture, sports, objects used for organizing recreation of citizens and tourism, other objects of social service of the population;
Facilities where solid municipal waste is processed, disposed of, neutralized, and disposed of;
Objects of landscaping, including for their lighting;
Reclamation systems and objects of their engineering infrastructure, with the exception of state reclamation systems;
Objects of production of primary and (or) subsequent (industrial) processing, storage of agricultural products;
Objects of hunting infrastructure;
Property complexes intended for the production of industrial products and (or) the implementation of other activities in the field of industry;
Programs for electronic computers (computer programs), databases, information systems (including state information systems) and (or) sites in the information and telecommunications network "Internet" or other information and telecommunications networks, which include such computer programs and (or) databases, or a set of specified objects;
A set of buildings, parts of buildings or premises united by a single purpose with movable property technologically related to information technology objects and intended for automation using computer programs and databases of the processes of formation, storage, processing, reception, transmission, delivery of information, providing access to it, its presentation and dissemination (data centers);
Facilities of specialized organizations for providing assistance to persons who are in a state of alcoholic, narcotic or other toxic intoxication.

Objects in respect of which it is possible to conclude concession agreements

Highways or sections of highways, protective road structures, artificial road structures, production facilities, that is, objects used for major repairs, repairs, maintenance of highways, elements of the arrangement of highways (including stopping points), objects intended for toll collection (including toll collection points), road service objects;
Railway transport facilities;
Pipeline transport facilities;
Sea and river ports, including artificial land plots, hydraulic structures of ports, objects of their production and engineering infrastructures;
Sea and river vessels, vessels of mixed (river - sea) navigation, as well as vessels engaged in icebreaking, hydrographic, research activities, ferry crossings, floating and dry docks;
Airfields or buildings and (or) structures intended for take-off, landing, taxiing and parking of aircraft, as well as air transport infrastructure and facilities for air traffic, navigation, landing and communication services created and intended for the organization of flights of civil and state aircraft;
Objects of industrial and engineering infrastructure of airports;
Hydraulic structures;
Facilities for the production, transmission and distribution of electric energy;
Heat supply facilities, centralized hot water supply, cold water supply and (or) drainage systems, individual objects of such systems;
Metro and other public transport;
Healthcare facilities, including facilities intended for sanatorium treatment;
Objects of education, culture, sports, objects used for organizing recreation of citizens and tourism, other objects of social service of the population;
Buildings, structures and structures intended for storage, storage and repair of property of the Armed Forces of the Russian Federation, objects of production and engineering infrastructure of such buildings, structures and structures;
Objects of production, primary and (or) subsequent (industrial) processing, storage of agricultural products, defined according to criteria established by the Government of the Russian Federation;
Facilities where solid municipal waste is processed, disposed of, neutralized, and disposed of;
Municipal infrastructure facilities or utility facilities not specified in paragraphs 10, 11 and 17 the present part, in including power supply facilities, facilities designed to illuminate the territories of urban and rural settlements, facilities designed for landscaping;
social service facilities for citizens;
Gas supply facilities;
Programs for electronic computers (computer programs), databases, information systems (including state information systems) and (or) sites in the information and telecommunication network "Internet" or other information and telecommunication networks, which include such computer programs and (or) databases, or a set of these objects, or information technology objects and property technologically related to one or more such objects and intended to ensure their functioning or the implementation of other activities provided for by the concession agreement;
A set of buildings, parts of buildings or premises united by a single
purpose with movable property, technologically connected with information technology objects, and intended for automation using computer programs and databases of the processes of formation, storage, processing, reception, transmission, delivery of information, providing access to it, its presentation and distribution (data processing centers).

As a result of the long-term partnership between the Government of Saint Petersburg and private business, such major infrastructure projects as:

development of the territory of the «Pulkovo» airport
construction and operation of the Western High-speed Diameter (WSD)
creation, reconstruction and operation of the tram network in the Krasnogvardeysky district of Saint Petersburg
