    Conditions are being created in St. Petersburg to improve the waste disposal industry

    At a working meeting between Governor Alexander Beglov and members of the city Government, a draft resolution of the Government of St. Petersburg "On the draft Law of St. Petersburg "On Amendments to the Law of St. Petersburg "On the Procedure for Providing Real Estate Owned by St. Petersburg for construction, reconstruction and adaptation for modern Use" was approved.
    The document was developed by the Investment Committee of St. Petersburg in order to establish the basis for the targeted provision of land for the disposal of industrial and consumer waste.
    "We are increasing investors' interest in the construction of modern waste processing and disposal facilities, and in increasing the capacity of such complexes. Thanks to the new mechanism, plants for the production of foam glass rubble, the processing of textiles and other materials can be created. The environmental well—being of St. Petersburg depends on the implementation of these projects," stressed Alexander Beglov.
    The Governor recalled that St. Petersburg is successfully fulfilling the instructions of the President of Russia on the transition to a closed-loop economy. The city is actively participating in the national project "Environmental well—being", according to which 100% of municipal solid waste should be treated by 2030 and no more than 50% should be disposed of. At least 25% of MSW is expected to be recycled back into economic circulation.
    The mechanism for the targeted provision of sites for the construction of waste disposal facilities will meet the needs of St. Petersburg in this area, ensure that the task of reducing landfill and involving a quarter of waste in economic turnover is solved.
    At the same time, the creation of a waste disposal facility should be provided for by the Territorial Scheme for the Management of Industrial and Consumer Waste in St. Petersburg, approved by the Committee on Environmental Management, Environmental Protection and Environmental Safety. The current criteria for classifying municipal facilities as facilities that can be placed within the framework of the targeted provision of land will be supplemented to meet this requirement.
    To date, with the application of the mechanism proposed by the draft law for the targeted provision of land, plants for the production of foam glass rubble, for the processing of used textiles and recycled plastics, and for composting sewage sludge can be created.
    The legislative innovations are aimed at stimulating investment projects in the field of waste disposal, increasing the investment attractiveness of this industry and creating conditions for its development.
