St. Petersburg shared its experience in implementing major investment projects in the tourism sector

On April 28, 2026, a working meeting dedicated to inter-regional cooperation and exchange of experience in the field of tourism projects was held at the Nevsky Town Hall. The event was attended by Kristina Sergeeva, Deputy Chairman of the St. Petersburg Investment Committee, Olga Popelnukha, Deputy Minister of Economic Development of the Rostov Region, and Alexey Gubarev, representative of the St. Petersburg regional Sports Public Organization Yacht Club of St. Petersburg.
During the meeting, St. Petersburg's experience in working with investors on the implementation of major infrastructure projects was discussed. As a striking example, a megaproject was presented to create an all-season resort "St. Petersburg Marina" within the framework of the federal project "Five Seas and Lake Baikal" of the national project "Tourism and Hospitality".
"The project to create a year-round seaside resort "St. Petersburg Marina" in Gorskaya is being implemented on behalf of the President of Russia and is one of the priorities of the program of socio-economic development of our city. The territory of the future resort covers an area of 160 hectares on the shore of the Gulf of Finland, where it is planned to create a unique cluster with public spaces, embankments and a park area along the bay," said Kristina Sergeeva.
The first object of the new cluster will be the Sailing Academy. Currently, the investor of St. Petersburg Yacht Club St. Petersburg is completing the design of this facility on two provided sites.
The first stage of the resort's creation also includes the construction of a yacht marina and facilities for seasonal storage and repair of yachts and vessels. At the second stage, it is planned to build sports facilities, a film studio with a theme park, an extreme park with indoor and outdoor areas, water sports stations, hotel quarters, an educational center, and a business center.
The total investment in the project is estimated at 250 billion rubles. The project is expected to create at least 7,000 new jobs and attract more than 1.3 million tourists per year. The number of rooms will be at least 6,700, and the coastline (beach) will be 1.7 km long.
In March 2026, the action plan (roadmap) for the implementation of the St. Petersburg Marina investment project and the passport of the Five Seas and Lake Baikal regional project were approved.
Currently, the city is taking measures to develop documentation on the planning of linear facilities for the future resort, and the design of the Gorskaya — Konnaya Lakhta collector is being completed.
Design and survey work for the construction of the supporting infrastructure of the future resort is planned to be completed by the end of 2026, and construction and installation work on the creation of the resort - by the end of 2030.
