    Dmitry Chernyshenko held a meeting on the implementation of the project "Five Seas and Lake Baikal"

    On January 28, 2026, at a meeting led by Deputy Prime Minister Dmitry Chernyshenko, the key results of 2025 and plans for 2026 were discussed as part of a large-scale program to create federal year-round resorts "Five Seas and Lake Baikal".
    "On behalf of President Vladimir Putin, year-round seaside resorts are being created as part of the Five Seas and Lake Baikal federal project. The Head of State approved the list of regions and projects. According to the national project "Tourism and Hospitality", 103 billion rubles are provided for all projects: they are distributed among the subjects – up to 2 million per room. It is important to combine sources of financing, including regional funds, infrastructure loans, and private investments, around the points of attraction of the Five Seas and Lake Baikal federal project, as well as prioritize projects to help those who are interested in this and want to move forward," Dmitry Chernyshenko emphasized.
    The Deputy Prime Minister added that at the meeting of the head of state, regional leaders presented projects and made commitments to complete them by 2030 in order to achieve the goal of increasing the tourist flow by 10 million people to all resorts annually. He also recalled that the President had instructed him to work out the issue of creating resorts in other regions.
    Dmitry Vakhrukov, Deputy Minister of Economic Development, presented the main report. "The work on the project is being carried out systematically. Ahead of us are those regions that have successful experience in managing territories with a special regime, such as Dagestan, Buryatia and the Irkutsk Region, and are already showing good dynamics. Our joint task for 2026 is to update the road maps and take into account the need to link all stages of infrastructure creation. We are actively attracting and consolidating all available financing instruments: funds from the national Tourism and Hospitality project, treasury infrastructure loans, as well as resources from other national projects and government programs, funds from regional budgets, and private investments. At the same time, we are doing a lot of work to balance the project budget so that every ruble of state support is as effective as possible and attracts additional private investment," he said.
    Representatives of the regions made reports on the implementation of specific projects. Nikolay Linchenko, Vice-Governor of St. Petersburg, reported on the St. Petersburg Marina project - the issue of the resort's electricity supply has been practically resolved.
    In particular, the external power supply scheme for the resort has been fully developed and agreed upon in accordance with the established procedure. The facility for the construction of the new substation is planned to be included in the program for the development of Russia's electric power systems until 2031 and the investment program of PJSC Federal Grid Company Rosseti.
    It should be recalled that urban planning and design documentation for the transport and engineering infrastructure of the future resort is currently being developed, and cooperation is underway with federal government agencies to co-finance the creation of transport infrastructure facilities. In 2026, construction of the Gorskaya - Konnaya Lakhta sewage collector will begin as part of a treasury infrastructure loan allocated from the federal budget. The investor also implements measures for the design and development of the architectural and urban appearance of the Sailing Academy on the land plots provided.
