New educational programs have been launched to develop the human resources in the construction industry.

The Federal Autonomous Institution “RosKapStroy”, in accordance with the federal project “New Rhythm of Construction” under the national project “Infrastructure for Life”, has prepared educational programs for self‑study for specialists from regional executive authorities, their subordinate institutions, technical customer services, and other interested parties.
The educational program “Integrated Territory Development – a Key Tool for City Development”, which lasts 16 academic hours, includes the following modules: 
- Integrated Territory Development. Concepts and Principles; 
- Five Years of KPT: Evolution of the Mechanism for Regulating Urban Planning Activities;
- Comprehensive development of the territory is a key driver for the development of key settlements;
- Selection of an algorithm for implementing the KPT project;
- Implementation of the KPT decision based on a contract. Implementation of the KPT decision by the operator;
- Development of requirements for the infrastructure support of KPT projects;
- Experience of DOM.RF in implementing KPT projects;
- Practice of implementing KPT projects in the Nizhny Novgorod Region: balance of obligations;
- Economic modeling of urban spatial development.
Educational program “Sustainable Development of Historical Cities.” The “Expert Opinion” course, lasting 16 academic hours, includes the following modules:
 - Sustainable development of historical cities. Monument and environment;
 - The concept and principles of sustainable development;
 - Positioning and social value of heritage. Principles of sustainable development of historical territories in urban planning documents;
 - Modern architecture as a factor determining the fate of a historical city;
 - Preservation of cultural heritage sites as an integral part of the sustainable development of historical cities;
 - Archaeological parks as an element of the sustainable development of historical settlements;
 - Sustainable development of historical cities. Economics and management;
- Tools of state support for investments in the preservation and development of the historical environment;
- Cultural heritage sites – the economy of impressions;
- The Great Russian Style: a sovereign response to modern challenges.
The aforementioned programs are available on the website of the State Academy of Construction and Housing and Communal Services under the Ministry of Construction of Russia (Training Center of the Federal Autonomous Institution “RosKapStroy”) and are accessible to anyone interested.

Also, to mark its anniversary, the FAA “RosKapStroy” is implementing an information and educational project entitled “25 Years of Developing Professional Competencies in Construction and Housing and Communal Services.” Its task is not only to tell the story of educational activities but also to draw the attention of industry specialists to the opportunities for continuous professional development.
As part of the project, a series of open educational and enlightenment formats are planned on the official social media channels of the Federal Autonomous Institution “RosKapStroy”: the “ABC of Construction Competencies” section, the “Construction Fairy Tales” section for the youngest readers, the “Stories from Builders” section, themed competitions, and materials from industry experts.
Special participation conditions for certain educational programs of the Federal Autonomous Institution “RosKapStroy” are also provided for the period of the anniversary events.

September 7, 2026, marks the 25th anniversary of the establishment of the State Academy for Advanced Training and Retraining of Personnel for Construction and the Housing and Utilities Sector, which is currently the successor to the Federal Autonomous Institution “RosKapStroy”. Over the course of a quarter of a century, approximately 400,000 industry specialists have completed training at the institution. Today, the Federal Autonomous Institution “RosKapStroy” continues to develop the system of vocational education for the construction industry and the housing and utilities sector. Each year, under the federal project “New Rhythm of Construction,” approximately 15,000 specialists undergo training.
