    In 2025, the volume of private investments in PPP projects reached 489 billion rubles.

    This was announced by Minister of Economic Development Maxim Reshetnikov, commenting on the report of Prime Minister Mikhail Mishustin in the State Duma on February 25.
    Extra-budgetary investments in public—private partnership (PPP) projects in 2025 amounted to 86% of the total investment volume - 489 billion rubles in monetary terms. According to preliminary data, 249 concession and PPP agreements were concluded in 2025 with a total investment of 567 billion rubles. Housing and communal services (61% of all investments) and transport (34%) accounted for the most contracts.
    "Investors are showing great interest in the PPP mechanism. In order to create favorable conditions for the implementation of large infrastructure projects, the Ministry of Economic Development is constantly updating the legislative framework for PPP and concession mechanisms. In 2025, a decree of the Government of the Russian Federation was adopted, providing for the involvement of VEB.The Russian Federation is ready to examine PPP projects worth more than 3 billion rubles. The Methodology for evaluating the effectiveness of PPP projects has also been updated. Now, in addition to analyzing financial indicators, the relevance of the project and its compliance with the demand for services or infrastructure will be assessed," Maxim Reshetnikov said.
    The Ministry of Economic Development has prepared a draft federal law to improve the quality of concession assessment and the effective use of budget funds. It provides for an assessment of the effectiveness and comparative advantage of concession agreements. All concessions with budget co-financing will have to go through the evaluation procedure.
    The Ministry of Economic Development has also prepared a draft resolution establishing the procedure for evaluating concession projects, including the specifics of attracting VEB.The Russian Federation is ready to conduct an assessment. Currently, the Ministry of Economic Development is developing a Methodology for evaluating concession projects, which will take into account the evaluation approaches already tested in the framework of PPP.
    In terms of the volume of contracted investments, St. Petersburg has entered the top three among the regions that most actively use PPP mechanisms.
    As of January 1, 2026, 3.5 thousand agreements were in the process of being created or operated, and 966 agreements were successfully completed. The total number of PPP agreements and concessions is almost 4.5 thousand in the amount of 7.7 trillion rubles. Of this amount, private investments amount to 5.6 trillion rubles.
    The sectors that account for the bulk of investments under all agreements since the start of using the PPP mechanism are the transport sector (64% of all investments), housing and communal services (20% of all investments), and the social sector (14% of all investments).
