    The state examination of the documentation for the SHMSD project has been completed.

    All conclusions from the Federal Autonomous Institution “Glavgosekspertiza Rossii” regarding the preparation of the territory and the construction of stages 2–4 of the Shirotny High‑Speed Highway (SHMS) in St. Petersburg have been received, which makes it possible to complete the initiated preparatory work within the established timeframe and continue the main construction.
    Thus, on August 14, 2026, experts approved the project for the preparation of the territory for the future section of the SHMS, from the transport hub on Vitebsky Prospekt to the intersection with Soyuzny Prospekt. The document supplements the state examination conclusion issued earlier, in May 2026, regarding the performance of work on the specified section related to the reorganization of the Russian Railways infrastructure for the future highway.
    The entire project for preparing the construction site for the ShMSD is divided into two stages: from Vitebsky Prospekt to Soyuzny Prospekt, and from Soyuzny Prospekt to the Ring Road. At both stages, the site preparation work, which began last year, is in full swing, and significant volumes of work have already been completed.
    The clearing of the area from explosive objects, covering a total area of 1.2 million square meters, has been fully completed. Archaeological studies covering an area of more than 20,000 square meters have been completed near the Finland Railway Bridge. Active reconstruction of communications and engineering networks is underway, including water supply (total volume – 15,800 meters), wastewater disposal (5,100 meters), power supply (170,100 meters across 54 facilities), communication cables (392,400 meters), heating networks (2,100 meters), and gas pipelines (12,200 meters).
    All work on preparing the construction site is scheduled to be completed by the end of 2027, in accordance with the established deadlines for each facility.
    In addition, in July 2026, positive conclusions were obtained from the Federal Autonomous Institution “Glavgosekspertiza of Russia” for the construction of transport interchanges for the ShMSD outside the concession agreement. One of them will be located at the intersection with Prospekt Solidarnosti, on the section from Krzhizhanovsky Street to Khasanskaya Street, and will include the construction of an overpass over the railway tracks at the “Dacha Dolgorukova” station. The total length of the interchange, including two exits, is 2.3 km.
    The SCHMSD transport interchange with Soyuzny Ave. on the section from Kollontai st. to ave. Power engineers, including the creation of an overpass through the railway tracks of Ladoga railway station, will pass through the territory of Krasnogvardeisky and Nevsky districts of St. Petersburg. The project consists of three stages, during which overpasses, overpasses and several bridges with all necessary technical infrastructure will be created. The total length of the new road will be more than 2,500 meters, and the number of lanes in each direction will range from 4 to 8.
    It should be recalled that the construction of the ShMSD is a mega‑project of St. Petersburg, implemented on the instructions of the President of Russia regarding the development of the transport system of the St. Petersburg agglomeration. In accordance with the General Development Plan for St. Petersburg, the ShMSD, along with the Western High‑Speed Diameter and the Ring Road, will ensure the diversion of transit traffic flows away from the city centre, create a direct connection between the eastern urban development areas and the city centre and the south, and indirectly, via the Western High‑Speed Diameter, with the north.

    The customer for the development of project documentation for stages 2–4 of the ShMSD in St. Petersburg is JSC “ZSD”.
    The construction project for stages 2–4 of the ShMSD is being implemented under a concession agreement between St. Petersburg and LLC “ShMMS”, signed on November 20, 2024.
    In March and May 2026, the St. Petersburg State Construction Supervision and Expertise Service issued permits to the project concessionaire for the construction of stages 2 and 4.1 of the ShMSD.
    The planned phased commissioning of stages 2–4 of the ShMSD is scheduled for 2029–2031.
