Lean technologies will make it possible to create an effective information management system for land plots in St. Petersburg.

On June 17, 2026, the Nevsky Town Hall hosted a citywide round table on the exchange of experience in implementing lean projects under the Efficient Region program. The purpose of the meeting was to discuss the best practices for optimizing work processes using the tools and principles of lean manufacturing (management).
The event brought together representatives of executive bodies of state power, district administrations and subordinate institutions of St. Petersburg.
During the meeting, Oksana Ilyinskaya, Head of the Department of Investor Relations ("single window") at the Saint Petersburg State Budgetary Institution Investment Management, presented the project "Optimizing the process of searching for information on vacant land plots according to specified parameters."
The lean approach helps to solve the main task – to make interaction with investors who apply to the "single window" for consultations on the implementation of investment projects in St. Petersburg more complete and high-quality.
As Oksana Ilyinskaya noted, the introduction of lean technologies makes it possible to reduce unnecessary actions, reduce employee labor costs and the risk of providing irrelevant information, as well as avoid data duplication and make the process of providing information about potentially interesting land plots more systematic and manageable.
As a result of the project, the system of maintaining a single database of land plots for Single Window employees has been optimized, and constant monitoring of the relevance of site statuses and the results of consultations with investors has been organized. The total time of the process, from the investor's request to obtaining the necessary information on the site, was reduced by 10 times, the number of actions and labor intensity – by more than 3 times.
At the same time, the database will be regularly updated and updated, and further steps are planned to improve it in order to simplify and speed up procedures for working with investors.
We remind that the "single window" for investors provides consulting and organizational support for investment projects at all stages within the framework of the implementation of the Regional Investment Standard: from finding optimal ways to solve issues arising from investors to putting the built facility into operation.
    For reference:
The St. Petersburg Investment Committee has been actively participating in the Effective Region program since 2023.
The Effective Region program is being implemented in St. Petersburg jointly with ROSATOM State Corporation and is designed to improve the quality of government work through the use of lean manufacturing methods, which contributes to the achievement of the objectives of the national project "Data Economics and Digital Transformation of the State."
