A construction permit has been obtained for the second stage of the CMMSD in St. Petersburg

On March 18, 2026, the concessionaire of the 2-4 stages construction project of the Latitudinal Highway in St. Petersburg, the Northern Capital Latitudinal Highway company, received a construction permit for the second stage of the Latitudinal Highway from the Gosstroynadzor of St. Petersburg.
"SMSD is one of the megaprojects that we are implementing under the program "10 priorities for the development of St. Petersburg‑St. Petersburg”. The highway will become part of a modern, convenient transport infrastructure, allowing motorists to save travel time, increase the mobility of residents, and increase the efficiency of economic and logistical ties in the St. Petersburg metropolitan area. As the CMMSD is being built, it will create a new transport corridor between the city districts and will contribute to the development of the territories," said Governor Alexander Beglov.
The second stage of the construction of the CMMSD, with a length of almost two kilometers, will run from Vitebsk Avenue to Sofiyskaya Street. It will include six lanes of traffic, three in each direction.
"Today we have become even closer to creating a modern transport artery that will significantly improve the traffic situation in the city. Let me remind you that the first stage of the CMMSD, the Vitebsk interchange, has already shown how important and in demand modern, comfortable and high–speed highways are," said Anton Novikov, Chairman of the Board of Directors of the Northern Capital Latitudinal Highway, CEO of VTB Infrastructure Holding.
Despite its relatively short length, the second stage is technically challenging. It includes 21 artificial structures, crosses the railway tracks of the Vitebsk direction (near the Aeronautical Park station), Bukharestskaya Street and the railway tracks of Volkovskaya station.
To implement the second stage of the highway construction, it will be necessary to erect more than 200 supports with over 600 piles. At the same time, special attention is paid to the comfort of citizens and traffic safety. The project provides for the installation of noise barriers with a total length of about 2.5 thousand meters, protective fences, an automated traffic management system and modern electric lighting.
It should be recalled that positive conclusions of Glavgosexpertiza have been received for all stages of the construction of the CMMSD with a drawbridge across the Neva River (2, 3, 4.1, 4.2.1 and 4.2.2), this year the project is entering the active stage of construction work.
