A new investment project in the field of tourism has been awarded the status of "strategic"

At a working meeting between the Governor of St. Petersburg, Alexander Beglov, and members of the city government, it was approved that the project "Construction of a 4* hotel Complex with Wellness & SPA Infrastructure" be awarded the status of a strategic investment project in St. Petersburg, and Biosphere LLC was awarded the status of a strategic investor.
In this regard, appropriate amendments are being made to the Decree of the Government of St. Petersburg dated 06/21/2005 No. 837 "On Approval of the List of Strategic Investment Projects of St. Petersburg, the List of Strategic Investors of St. Petersburg and the List of Strategic Partners of St. Petersburg."
"We use all opportunities to support investors implementing large and significant projects in the field of tourism. The total investment in the construction of a hotel complex in Zelenogorsk will amount to almost three billion rubles. In recent years, we have seen a steady increase in the tourist flow. In 2025, the city received more than 12 million tourists – 7% percent more than in 2024, and 19% percent more than in pre-pandemic 2019. The construction of the complex will contribute to the development of various leisure formats, the promotion of family, environmental and wellness tourism in St. Petersburg," said Alexander Beglov.
The mayor added that the status of "strategic investment" is assigned to projects that are significant for the city from a socio-economic point of view. The tasks to be solved during the implementation of the new project correspond to the goals of the Socio-Economic Development Strategy until 2035 and the state program "Development of tourism in St. Petersburg".
A new 4-star hotel complex with 151 rooms with tourist and recreational infrastructure is planned by the investor in the Resort area on Primorsky Highway, plot 110. As a result of the implementation of the investment project, it is planned to create 162 jobs.
The assignment of the "strategic" status to the project is a measure of state support for investors in St. Petersburg, which grants the right to receive a land plot for a specific purpose and includes project support at all stages of its implementation.
