In St. Petersburg, the necessary road infrastructure is being created for the high‑speed railway line.

The objects of the street and road network created as part of the construction of the Moscow – St. Petersburg high-speed railway were recognized as meeting the criteria for public utilities provided for by the legislation of St. Petersburg. This decision was made on October 12, 2026, at a working meeting of the Governor of St. Petersburg, Alexander Beglov, with members of the city government. The investment conditions for the targeted provision of three land plots in Nevsky and Frunzensky districts to the investor of Russian Railways OJSC for the construction of HSR infrastructure facilities have also been fixed.
In particular, on the sections on the ave. On 9th January and Gribakinykh Street, a flat parking area will be created as part of the construction of the “Yuzhny” transport hub for the “Obukhovo” railway station. On the plot on Gruzovoy Proezd, the investor will build a pedestrian path as part of the reconstructed 1st Obukhovsky Proezd.
“The HSR megaproject is being implemented on the instructions of the President of Russia; it is included in our country’s transport strategy and the “10 Priorities for the Development of St.  Petersburg” programme. Our city is actively supporting and assisting in the implementation of this project.” Last year, the architectural design of the future terminal for the high‑speed rail line near Moskovsky Railway Station was approved. Now the project is moving into the implementation stage – the necessary road infrastructure will be created on the planned sections to ensure the comfort and safety of pedestrians and motorists,” Alexander Beglov noted.
    For reference:
The concession agreement for the Moscow–Saint Petersburg high‑speed rail line was signed on July 5, 2024. The concessionaire of the project is LLC “VSM Dve Stolitsy”; on the part of the state, the concessionaire is Roszheldor (the Federal Agency for Railway Transport).
