    The procedure for providing land for the construction of communal and socio-cultural facilities has been updated

    At a working meeting of the Governor of St. Petersburg, Alexander Beglov, with members of the city council, measures were approved to implement the Law of St. Petersburg dated 11.12.2024 No. 791-185, including the procedure for the targeted provision of land for housing communal, social and cultural facilities.
    "When making decisions on the targeted provision of land for the placement of social facilities, it will be necessary to clearly fix the relevant investment conditions in the contracts. This will help investors fulfill all their obligations to the city," Alexander Beglov emphasized.
    In particular, investors applying for targeted land for the construction of public utilities, social and cultural facilities need to confirm the compliance of the planned facilities with the established criteria, as well as provide concepts for the implementation of investment projects.
    There is also a list of cases when the characteristics of a public utility, socio-cultural facility are not established, namely: when placing a linear facility in accordance with approved documentation on the layout of the territory; when placing healthcare, education and enlightenment facilities in order to fulfill the obligation of a legal entity to create residential development facilities.; during the placement of public utilities for the supply of gas, boiler treatment plants, pumping stations, transformer substations, thermal power plants and other power plants.
    To confirm that the facility meets the established criteria, the investor must apply to the Investment Committee of St. Petersburg with an appropriate application. After passing the confirmation procedure, the investor can apply for a land plot without bidding and conclude a lease agreement on investment terms.
    The new procedure will reduce the time required to consider applications from potential investors and ensure the placement of public utilities or socio-cultural facilities in accordance with specific characteristics that take into account the interests of St. Petersburg. It is also planned to involve land plots in the bidding process more effectively in order to develop competition in the investment sector and increase budget revenues in St. Petersburg.
