St. Petersburg shared with other regions its success in implementing the regional investment standard
On October 23-26, 2024, the final, third module of the educational program "Managerial skills: development of regional teams" was held in Moscow. It was devoted to the priorities in the work on the development of the regional investment standard and the construction of an integrated system aimed at improving the investment climate. The main focus was on the analysis of the best practices developed in the regions, as well as on the methods of professional development of investment teams.
The sessions and workshops were attended by specialists from the Ministry of Economic Development of the Russian Federation, experts from the HSE Project Management Center, the Center for Spatial Analysis and Regional Diagnostics of the Presidential Academy, and representatives of Russian regions.
The St. Petersburg team included employees of the Investment Management, subordinate to the St. Petersburg Investment Committee, representatives of the Project Office of the St. Petersburg Governor's Administration, as well as resource supply organizations and business associations of our city.
As part of the program, Marina Shatrova, Deputy Director of the Investment Management, presented the investment profile of the Northern Capital. It reflects the current potential and advantages of St. Petersburg, promising areas and new niches for investment activities, as well as existing business support measures.
In accordance with the development priorities outlined by Governor Alexander Beglov until 2030, St. Petersburg is actively working with investors in all sectors of the economy, including transport, new technologies, industry, education and healthcare, culture and tourism, and creating a comfortable urban environment. At the same time, in connection with the key task of achieving technological sovereignty, one of the main directions is the development of St. Petersburg as the largest scientific and industrial center with the prioritization of high—tech industries.
Further improvement of the regional investment standard involves the development of a feedback mechanism, which, in accordance with the recommendations of the Ministry of Economic Development of the Russian Federation, should be implemented by the end of 2025. Feedback provides an opportunity to respond promptly to the problems of the business community, to find out what issues the business is concerned about and what difficulties investors face.
It should be noted that the services "Investor's Personal Account" and "Direct communication with the head" have already been created on the Investment Portal of St. Petersburg, which allow you to work out the appeals of entrepreneurs as quickly as possible. A Single Window for investors is also an effective tool for project support at all stages in St. Petersburg.
Recall that the regional investment standard, developed by the Ministry of Economic Development of the Russian Federation in 2021, is based on the best experience in attracting business to the implementation of infrastructure projects. The task is to shorten the investor's path from the emergence of an idea to the implementation of capital investments and eliminate typical barriers to the implementation of projects.
In 2023, five elements of the regional investment standard were fully implemented in St. Petersburg, which serve as basic tools for interaction with business: the Investment Declaration, the Development Agency, the Investment Committee, the Investment Map and the Set of Investment Rules of St. Petersburg.
