    A general contract agreement for the construction of new stages of the CMMSD has been signed
    On March 11, 2026, the concessionaire for the construction and operation of the Latitudinal High-speed Highway in St. Petersburg, LLC Latitudinal Highway of the Northern Capital, signed a general contract agreement with JSC Bamtunnelstroy–Most for the construction of new stages of the Latitudinal High–speed Railway. The general contractor will have to build stages 2, 3, 4.2.
    The highway project is being implemented within the framework of the concession agreement between St. Petersburg and Latitudinal Highway of the Northern Capital LLC, concluded on November 20, 2024.
    "The latitudinal highway of high–speed traffic is our megaproject, supported by the President of Russia. The CMMSD will strengthen the transport framework of the megalopolis, accelerate the development of the eastern part of St. Petersburg, take over part of the transport of the Murmansk direction, and significantly increase connections between the city's districts. Within the framework of St. Petersburg‑For the St. Petersburg agglomeration, the project will synchronize the transport infrastructure of St. Petersburg and the Leningrad Region, ensure the development of adjacent territories and further economic growth of the two regions. The new highway will save drivers dozens of hours on the road, increase the comfort and mobility of residents," said Alexander Beglov, Governor of St. Petersburg.
    In accordance with the Master Plan for the Development of St. Petersburg, the SCHMSD with the bridge over the Neva River, along with the Ring Road and the ZSD, is one of the main links in the system of urban highways of high-speed and continuous traffic. The CMMSD will provide a direct connection between the eastern districts of St. Petersburg and the center and the south, as well as with the north through the WSD. This will allow redirecting transit flows to expressways, minimizing the load on the road network.
    "VTB Infrastructure Holding is a long-term partner of the city in improving the transport infrastructure of St. Petersburg, which has demonstrated the reliability and prospects of the mechanism of public-private partnership. This was confirmed by the opening of the first stage of the MMSD (Vitebsk interchange) at the end of 2024, one year ahead of the contract deadline. She is already very popular with the townspeople. Today we have taken the next step towards the implementation of the city's largest concession project – we have signed a general contract agreement for the construction of a CMMSD with JSC Bamtunnelstroy-Most," said Anton Novikov, Chairman of the Board of Directors of the concessionaire company CMMSS LLC, CEO of VTB Infrastructure Holding.
    The total length of 2-4 stages of the CMMSD will be 14.1 km. The highway will pass through the territories of Krasnogvardeisky, Nevsky, Frunzensky, Moskovsky, and Kirovsky districts to the junction with the ring Road north of the village of Kudrovo and then proceed through the Leningrad Region to Vsevolozhsk.

During this time, over 3,000 infrastructure facilities have been commissioned throughout Russia. Our specialists will apply their accumulated competencies and production experience to the development of St. Petersburg's transport infrastructure in the implementation of such a complex and important project for the city as the construction of a high-speed railway," said Alexander Dmitrishin, Deputy General Director for Construction at Bamtunelstroy-Most JSC.
    The second stage of the CMMSD (1.99 km) will run from Vitebsk Ave. to Sofiyskaya st., the third (2.22 km) - from Sofiyskaya st. to Glukhoozersky Highway in the left direction of traffic and to 2nd Luch st. in the right direction. The fourth stage is divided into sub-stages: 4.1 (3.44 km) – from Glukhoozersky highway on the left and from 2nd Luch Street on the right to Soyuzny Ave.; 4.2 (6.45 km) - from Soyuzny Ave. to Ring Road. The length of the drawbridge in the alignment of Ash and Faience streets with a single-wing drop-down system will be 462.9 meters.
    The estimated speed of movement along the CMMSD will be 120 km/h, and the capacity will be up to 100,000 vehicles per day. The toll collection system is a "Free flow" (without barriers). In conditions of dense urban development, 76% of the road will pass through overpasses.
    It should be recalled that in December 2024, under the leadership of the President of Russia, traffic was launched along the first stage of the CMMSD – Vitebsk interchange, built under a public-private partnership agreement between the city and the Northern Capital Highway LLC. The project was financed from federal funds, as well as from the budget of St. Petersburg and investments from a private partner. During the construction of the Vitebsk interchange, two overpasses were created across the railway tracks and an above-ground pedestrian crossing. Since the launch of the Vitebsk interchange, more than 6 million passes have been recorded in both directions. The commissioning of the first stage of the SMSD practically eliminated the traffic difficulties that had previously arisen during rush hours at the exit from the WSD onto Blagodatnaya Street. The interchange saves 20 minutes of time for motorists on the way from Vitebsk Avenue to Blagodatnaya Street and in the opposite direction, significantly improving the transport accessibility of the ZSD in the southern and central districts of the city. The construction of the next stages of the CMMSD will allow connecting the WSD with the ring Road and highways in the Leningrad region, thus forming a single transport framework.
