    Construction of new stages of the Latitudinal high-speed highway has begun in St. Petersburg


    On March 31, 2026, President of the Russian Federation Vladimir Putin launched the construction of the second stage of the Latitudinal Highway via video link. Alexander Beglov, Governor of St. Petersburg, Andrey Kostin, President and Chairman of the Management Board of VTB Bank, and Ruslan Baysarov, Chairman of the Supervisory Board of Bamtonnelstroy-Most JSC, took part in the solemn event at the Vitebsk interchange of the SCHMSD. Vitaly Saveliev, Deputy Prime Minister of the Russian Federation, delivered a welcome speech via videoconference.
    "In St. Petersburg‑The next stage of construction of the Latitudinal high-speed highway starts in St. Petersburg. It will connect the city with the highways of the Leningrad region, optimize logistics, and relieve the historical center of transit traffic. This is part of our extensive systematic work to create a modern unified transport and logistics framework for the country," Vladimir Putin said.
    Alexander Beglov thanked the head of state for his constant attention to the development of St. Petersburg, for supporting the city's largest infrastructure projects, which are being successfully implemented and are changing the lives of millions of people.
    "Today is an important step in the construction of a high–speed highway. Together with the Western High-Speed Diameter and the Ring Road, the highway will become part of the framework of continuous high-speed traffic. It will connect the eastern districts with the center and south of the city, help divert transit from city streets, relieve federal highways and ring roads, and provide a more convenient connection to the Leningrad Region. You teach us how to work together as a single team. Thanks to your support, St. Petersburg is successfully developing as a metropolis of the 21st century," Alexander Beglov reported to the President.
    He stressed that the design of the highway has been fully completed, and the territory is being prepared. Construction works are beginning along the entire length of the future expressway. In the future, the highway will become part of a transport corridor to Karelia, Murmansk and Arkhangelsk, thereby strengthening St. Petersburg's position as the country's largest transport hub.
    The governor called the CMMSD a unique project. The highway passes through dense urban areas, crosses the Neva River on a new bridge. Thanks to the active support of the head of state, 90 billion rubles of federal funds have been allocated for the construction. The project is also funded from the city budget and at the expense of the concessionaire.
    Andrey Kostin, President and Chairman of the Management Board of VTB Bank, in turn, noted: "VTB has been a guarantor of the implementation of key infrastructure projects in the country for many years, most of which are carried out on the principles of public-private partnership. The mechanism has proven its effectiveness - today our group accounts for a third of all infrastructure projects of this format implemented in Russia, with a total budget exceeding 3.5 trillion rubles. We are a key strategic partner of St. Petersburg‑St. Petersburg participates in the implementation of all major infrastructure projects of the city and we are proud that today we are contributing to the development of a new stage of the Latitudinal Highway, which will make St. Petersburg‑St. Petersburg is even more comfortable and attractive for life and business."
    Recall that in December 2024, the President of Russia via video link launched the movement on the first stage of the CMMSD – Vitebsk interchange, built under the agreement on public-private partnership between the city and LLC "Highway of the Northern Capital".
    In accordance with the Master Plan for the Development of St. Petersburg, the CMMSD will run from the junction with the WSD in the area of Blagodatnaya Street through the territories of Krasnogvardeisky, Nevsky, Frunzensky, and Moskovsky districts to the junction with the Ring Road.
    The project is being implemented in cramped urban conditions and involves a large number of artificial structures, 76% of the road will pass through overpasses.
    A "Free Flow" toll collection system (without barriers) will be implemented on the highway, which will automatically provide operations such as registration of vehicle passage, control of signals from transponders, storage of photographic materials and video recordings, calculation of the amount charged depending on the distance traveled and the class of vehicle.
    The phased introduction of CMMSD in St. Petersburg is planned for 2029-2031.

    The implementation of the 2-4 stages of the CMMSD project is carried out within the framework of a concession agreement between St. Petersburg and LLC Latitudinal Highway of the Northern Capital.
    On March 11, 2026, a general contract was signed with JSC Bamtunelstroy-Most for the construction of stages 2, 3 and 4.2 of the CMMSD.
    On March 18, 2026, permission was received from the State Construction Supervision of St. Petersburg for the construction of the second stage of the CMMSD.
