    SPIEF 2025 results: New investment Projects – new horizons for the development of St. Petersburg

    The International Economic Forum this year brought 1028.8 billion rubles to St. Petersburg. The northern capital of Russia has concluded 67 agreements, including more than 40 investment agreements.The agreements of the St. Petersburg Investment Committee have raised almost 500 billion rubles.

    "At the SPIEF venue, St. Petersburg demonstrated its strengths and powerful potential for the future. Together with investors, we have identified new growth points and planned major projects in all priority sectors. Special attention is paid to the development of the social sphere and transport infrastructure — this is a contribution to the quality of life of our citizens," said Ivan Skladchikov, Chairman of the Investment Committee of St. Petersburg.

    A bright and informative exhibition and business zone was designed at the stand of the Northern Capital, showing the achievements and opportunities of St. Petersburg as a megalopolis of the 21st century. Presentation materials, mockups and videos prepared by the Investment Committee informed the guests of SPIEF 2025 about the landmark facilities and megaprojects included in the program "10 Priorities for the Development of St. Petersburg". Among them are the Latitudinal High–speed Highway, the second stage of Pulkovo Airport, and the all-season resort St. Petersburg Marina. Visitors to the stand were able to assess the immediate prospects for the development of the city's transport and tourism infrastructure.

    As part of SPIEF 2025, construction of the second, third and fourth stages of the CMMSD was launched. The symbolic pile and commemorative plaque at the junction of the first and second stages of the route were installed by the Minister of Transport of the Russian Federation Roman Starovoit, the Governor of St. Petersburg Alexander Beglov and the President and Chairman of the Management Board of VTB Bank Andrey Kostin.

    The interactive map of the SCHMSD at the stand demonstrated how travel time will be reduced for citizens after the highway is put into operation in 2031.

    The decisions and agreements reached at the SPIEF 2025 site cover all priority areas of socio-economic development of our city.

    Industry and innovative technologies

    New horizons for high technologies and industrial construction in St. Petersburg have been opened thanks to the signed agreements in the field of creation of radio-electronic systems and complexes of JSC NPP Radar MMC, as well as in the production of rolled metal (bimetallic sheets and plates) JSC "Energometall". These two projects are well–deserved candidates for the status of IAP in the near future.

    The steady growth and technological leadership of the Russian industry is intended to ensure the investment project of JSC ODK-Klimov in the field of engine building.

    High-tech production facilities and high-tech enterprises will appear in St. Petersburg as part of the agreements reached on the development of the ITMO Highpark territory with the Technological Valley in the Pushkin District. By 2030, it is planned to create a modern industrial environment here to accommodate innovative productions in the light industrial format.

    New investments have been attracted in the strategic investment project for the creation of the Yuzhny satellite city. On its territory, with the assistance of PJSC Rostelecom and PJSC Sberbank, digital solutions will be introduced and the Smart City concept will be implemented. It is planned to create a unified digital environment to ensure the comfort and safety of residents. Modern technologies and services will be integrated into all spheres of life in the Yuzhny satellite city.

    Transport frame

    In November last year, the Coordinating Council for the Development of the transport hub of the agglomeration of St. Petersburg and the Leningrad Region considered the construction of an overpass in the Salova Street alignment as a priority facility. The agreement signed at SPIEF 2025 is an important step in the implementation of this project. The overpass in the Salova Street alignment will become a component link between the Frunzensky and Nevsky districts and the continuation of Bolshoy Smolensky Prospekt, Bolshoy Smolensky Bridge and the Union Avenue interchange, thus forming a full-fledged bypass of the entire city center.

    New tram networks

    St. Petersburg has consolidated its status as the tram capital of Russia. New investment decisions on the development of the tram network in the south of the city have been consolidated. The routes will run along Sofiyskaya Street, the Southern Latitudinal Highway, Volkhonskoye Highway, to the satellite city of Yuzhny. A rail link will be formed between Pushkin and Kolpino. Also, based on the Slavyanka line under construction, a route to the St. Petersburg State University campus and the Nevsky Delta Innovative Scientific and Technological center will be created.

    Tourism infrastructure and territorial development

    A project to create an all-season seaside resort in Gorskaya has been developed. In continuation of the agreements reached at the previous forum, a cooperation agreement was signed between the city, Gorskaya LLC and the St. Petersburg Regional Sports Public Organization Yacht Club of St. Petersburg for the implementation of the first stage of this megaproject. The all-season seaside resort is designed to contribute to the achievement of the goals of the national project "Tourism and Hospitality".

    The agreement with Gazprom will create all the necessary conditions for the transformation of the Lakhta Center complex into a single public and business space and a new point of attraction for residents and visitors of the city.

    Moreover, St. Petersburg has signed an agreement with the ACADEMIA boutique hotel chain on the restoration and adaptation of cultural heritage sites - unique historical buildings and mansions of our city – with their subsequent integration into the tourism industry.

    An investment project for the reconstruction of the Northern Riviera sanatorium is also planned, during which it is planned to completely upgrade all existing infrastructure facilities of the sanatorium.

    The social sphere

    Significant agreements were reached with investors on the development of social infrastructure at the forum. A polyclinic for 340 visits per shift will be built in the Frunzensky district of the city. In Vsevolozhsky district, the investor will build a multifunctional year-round recreation and recreation complex for children with 565 visits per shift. A new shelter for animals without owners will also be created in St. Petersburg, a modern complex for their temporary maintenance and veterinary care.

    The implementation of investment agreements will make a significant contribution to the city's economy. New projects will give an impetus to the development of the region in the coming years and help shape St. Petersburg as a 21st century metropolis.
