    SPIEF 2026: BEAC will invest 192 billion rubles in the development of the Yuzhny smart satellite city

    On June 3, 2026, within the framework of the St. Petersburg International Economic Forum, BEAC and Yuzhny Satellite City LLC signed an agreement of intent to develop strategic cooperation.
    In the presence of Ivan Skladchikov, Chairman of the St. Petersburg Investment Committee, the document was signed by Dmitry Sukhoverkhov, Chairman of the Northwestern Bank of Sberbank, and Sergey Khromov, CEO of Yuzhny Satellite City LLC.
    The agreement provides for long–term cooperation between the parties in several key areas, from project financing for construction to digitalization of the urban environment and the introduction of modern technological solutions for managing the territory.
    Among the priorities is project financing for the construction of 2-4 stages of the first stage of the Yuzhny satellite city with a limit of at least 37 billion rubles and at least 155 billion rubles for its second stage. The total limit under the agreement will be at least 192 billion rubles.
    The cooperation will also affect the field of digital services and technologies, including the creation of an integrated digital platform for property management and service interaction between residents, the management company and infrastructure facilities, the implementation of solutions based on the Giga Enterprise platform, the use of big data and artificial intelligence technologies for marketing, as well as the development of 3D visualization of the project area.
    A separate area of work will be the development of a unified ecosystem of Sberbank and the Yuzhny satellite city, which will combine financial, digital and infrastructural services and set a new standard for the urban environment and quality of life.

    Yuzhny Satellite City is a strategic investment project of St. Petersburg, included in the shortlist of priority projects of the Russian Federation. The first stage of the satellite city will occupy an area of 78 hectares adjacent to the ITMO Highpark scientific and educational innovation center.

    In February 2026, Sberbank Investments LLC (part of the Sber ecosystem) became the owner of a 30% stake in the authorized capital of ZaStroy Spetszastroyshchik LLC, which acts as the operator of the first stage of construction of the Yuzhny satellite city.
