St. Petersburg is among the regions that have confirmed the high quality of the implementation of the Regional Investment Standard.

The Department of Strategic Planning and Coordination of the national project "Efficient and Competitive Economy" of the Ministry of Economic Development of Russia has published the official results of the implementation of the Regional Investment Standard (RIS) in the subjects of the Russian Federation in 2026.
St. Petersburg was among the regions that confirmed the high quality of RICE implementation. There are 61 such regions in total. Overall, according to the results, RICE was introduced in 88 of 89 regions of the country in 2026.
The results of the regions' work on the implementation of the support system for new investment projects were summed up on June 1, 2026 at meetings of the Council of Business Associations, including the All-Russian Public Organization Delovaya Rossiya, the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry of the Russian Federation, and presented at the SPIEF by Alexey Repik, Chairman of Delovaya Rossiya.
The quality of the RIS implementation confirms the systematic work of the authorities to create comfortable business conditions. The effectiveness of the RIS implementation formed the basis for the assessment of the regions in the framework of the National Rating of the Investment Climate.
In 2026, St. Petersburg entered the top three in the National Rating of the state of the investment Climate according to the general assessment and in the top 10 regions according to the subindex "Regional Investment Standard".
Since October 2023, all elements of the RIS have been implemented in St. Petersburg.: Investment Declaration, Investment card, Set of investment rules (optimal algorithm of investor actions), St. Petersburg Development Agency, St. Petersburg Investment Committee. Since the spring of 2025, the sixth element has also been introduced - the feedback mechanism "PIC.Business", which allows entrepreneurs to go to the Public Services section, apply online and receive support in the shortest possible time.
Informing potential investors about the opportunities to use RIS tools is carried out through the official Investment portal of St. Petersburg, and the support of investment projects is organized according to the "single window" principle — at all stages, up to the commissioning of facilities.
