Roman Golovanov: "Transport projects help to solve social and economic problems of St. Petersburg"

Roman Golovanov, Chairman of the Investment Committee of St. Petersburg, took part in the round table Highways and Transport Infrastructure of St. Petersburg, on the Business Petersburg online platform.

The main speakers of the round table were Ruben Terteryan, CEO of St. Petersburg State Institution Centre for Transport Planning of St. Petersburg, Alexander Solodkiy, Head of the Department of Transport Systems at St. Petersburg State University of Architecture and Civil Engineering, Aleksey Bnatov, CEO of Severnaya Stolitsa Magistral, LLC, Andrey Kiselev, First Deputy General Director of Infrastructure Holding VTB, and others.

The topic of discussion was development of high-speed highways in St. Petersburg and their relevance in the current economic situation.

“The city is developing, the number of residents is increasing, in this regard, we continue to solve social and economic problems, one of which is the transport infrastructure,” said Roman Golovanov. “So, the Western High-Speed Diameter project has already received positive assessments at the Federal level. Importance of the project is confirmed by justifications, analytical data and, what is important, by users of the route. Thus, we have confirmed that development of the north-western agglomeration is important for the whole country.” 

According to Roman Golovanov, the city receives significant social and economic benefits from the high-speed highway projects. According to expert estimates, more than 450 jobs are created in the construction sector and another 1200-1400 jobs in other sectors of the economy for every billion roubles invested in the development of the transport infrastructure.

The experience gained by the city in implementing the Western High-Speed Diameter (WHSD) project, developing and structuring of the project, interacting with business partners, as well as improving the relevant legislation will contribute to development of the future project of the Latitudinal High-Speed Traffic Highway (LHSTH).

“Construction of the first stage of the LHSTH, the Vitebsk junction, is to begin in 2021 and be completed in 4 years. Sum of investments in the project will be about 39 billion roubles. By estimate, the city may receive 3.6 billion roubles in income tax. Implementation of further stages, which will link St. Petersburg with Leningrad Region, will significantly increase these indicators”, said Roman Golovanov.
