The project of the Latitudinal highway of high-speed traffic in St. Petersburg became the winner of the Vedomosti Impulse award

On December 5, a solemn ceremony was held in Moscow to award the winners of the III annual Vedomosti Impulse Prize, designed to highlight investment projects that are most significant for shaping the new image of Russia.
The 2-4-stage project of the Latitudinal Highway of high-speed traffic became the winner in the nomination "Infrastructural framework of the country". Award to the Vice-Governor of St. Petersburg‑Nikolai Linchenko and Anton Novikov, Chairman of the Board of Directors of SHMSS LLC, CEO of VTB Infrastructure Holding, were presented with the award by Alexander Novak, Deputy Chairman of the Government of the Russian Federation and Chairman of the Expert Council.
The winning projects were determined by the award's expert council based on the results of an assessment conducted within seven groups of objective criteria: investment profile, project scale, efficiency, innovativeness of solutions used, cooperation and involvement in the global market, and regional socio-economic impact.
"Today, the first stage of the CMMSD – Vitebsk junction of the WSD proves the importance and relevance of modern comfortable high-speed highways. Since its launch in December 2024, more than 5 million passes have been recorded along the Vitebsk interchange. The construction of the next stages of the CMMSD will allow solving several key transport tasks of the city at once. Together with the Latitudinal Railway, it will provide a single transport framework and continuous connectivity to the city's districts, and will play a key role in the economic growth of the St. Petersburg agglomeration," said Nikolai Linchenko.
Currently, the construction site is being prepared for 2-4 stages of the CMMSD. By the end of the year, it is expected to receive all final approvals for the design and estimate documentation for the construction of the SCHMSD from the FAA Glavgosexpertiza of Russia.
"VTB Infrastructure Holding has been a strategic partner of St. Petersburg for many years.‑St. Petersburg participates in the development of transport infrastructure and has established itself as one of the leading participants in the PPP market. Over the fifteen-year history, we have invested more than a trillion rubles in domestic infrastructure, which has brought a cumulative macroeconomic effect of over three trillion rubles. Today, together with the city, we are actively implementing the second, third and fourth stages of the project, which radically improves the transport situation in the Northern Capital, increasing comfort and mobility for residents and guests of St. Petersburg," Anton Novikov said.
The event emphasized that wider use of the public-private partnership tool would help attract extra-budgetary investments into the Russian economy for the implementation of strategically significant projects and would become an important driver of the country's GDP growth.
It should be recalled that the construction of the SCHMSD is a megaproject of St. Petersburg‑St. Petersburg, implemented on behalf of the President of Russia as part of the development of the St. Petersburg transport system‑St. Petersburg agglomeration. The CMMSD will pass through the Moskovsky, Frunzensky, Krasnogvardeysky and Nevsky districts of the city according to the General Development Plan of St. Petersburg. The project is being implemented within the framework of the concession agreement concluded on November 20, 2024 between St. Petersburg‑St. Petersburg and LLC "SHMSS".
