MISSION OF THE BOARD:

  • Efficient performance of Saint Petersburg’s local authorities;
  • Coordination between Saint Petersburg’s local authorities;
  • Comprehensive approach to addressing the matters of Saint Petersburg’s investment policy implementation to enhance the investment appeal of Saint Petersburg.

BOARD OBJECTIVES:

  • Set priorities for investments in Saint Petersburg’s economy in line with the provisions of the Strategy for the Economic and Social Development of St Petersburg until 2020 approved by Resolution of the St Petersburg Government No. 275 dated 28 March 2012 and General Layout of Saint Petersburg No. 728‑99 dated 22 December 2005;
  • Discuss and approve promising investment projects implemented or planned in Saint Petersburg;
  • Discuss and assess proposed investment agreements (investment memorandums) with Saint Petersburg participating;
  • Implement the Investment Strategy of Saint Petersburg until 2030.

MISSION

  • Create favourable environment for business;
  • Minimise administrative barriers;
  • Coordinate efforts of all St Petersburg government authorities to improve the business climate.

OBJECTIVES

  • Identify investment barriers in St Petersburg and prepare proposals on their minimisation and removal;
  • Coordinate actions and shape a single opinion of St Petersburg’s authorities on administrative barrier minimisation;
  • Develop and strengthen cooperation with federal authorities, St Petersburg’s regional and local authorities, public and other organisations on minimisation and removal of administrative barriers.

OPERATING PRINCIPLES

The Headquarters works to develop, introduce, and control the implementation of action plans (roadmaps) focused on administrative barrier minimisation in St Petersburg, which rest on the roadmaps approved by the Russian Government as part of the National Business Initiative.

 

PROJECT MANAGEMENT OFFICE

To improve performance, the Governor Office set up a PMO tasked to facilitate the operation of the Headquarters for Administrative Barrier Minimisation. 

PMO’s powers:

  • Develop roadmaps seeking to improve the investment climate and create favourable conditions for conducting business in St Petersburg.
  • Monitor, review, and forecast the outcomes of the roadmaps implementation

The Tasks Of The Committee:

  1. The implementation of the state policy of St. Petersburg in the field of investment and public-private partnerships.

  2. Developing and carrying out activities aimed at creating a favorable investment climate in St. Petersburg and attracting investment, promoting public-private partnership, implementing investment projects including St. Petersburg’s strategic investment projects (hereinafter “strategic projects”), entering into and performing agreements with strategic investors of St. Petersburg and strategic partners of St. Petersburg.

  3. Coordinating the activities of executive authorities of St. Petersburg related to investment, attraction of real estate investment, public-private partnership as well as for implementing strategic projects, entering into and performing agreements with strategic investors of St. Petersburg and strategic partners of St. Petersburg.

  4. Monitoring investment projects including strategic projects as well as investment projects being implemented through the participation of St. Petersburg in public-private partnership.

  5. Implementing the process of real estate and property rights transfer under investment terms.

  6. Preparing documentation required to implement real estate investment projects.

  7. Developing the terms and conditions, and proposals to be included in investment contracts.

  8. Implementing other tasks aimed at attracting real estate investment in compliance with the existing legislation.

State-Financed Institution for St. Petersburg Investment Management is an authorized organization providing business logistics support for the implementation of the powers of the St. Petersburg Investment Committee:

  • for preparing documentation necessary for making decisions on assigning property assets by tender for construction, reconstruction, and retrofitting for new uses under investment conditions;
  • for reviewing applications from prospective investors:
  • on conducting an auction for the right to enter into a land lease agreement;

    on preliminary approval of land plot assignment;

    on assigning a land plot without holding a tender;

    on assigning property assets for reconstruction and retrofitting for new uses;

  • for reviewing titleholders’ applications:
  • on entering into agreements on reconstruction and retrofitting for new uses of buildings and structures;

    on entering into agreements on developing land plots;

  • for preparing documentation necessary to amend acts of St. Petersburg’s executive authorities on assigning property assets for construction, reconstruction, and retrofitting for new uses, and on  invalidating the same.

In addition, State-Financed Institution for St. Petersburg Investment Management engages in the preparation of documentation necessary for making decisions on development of built-up areas in St. Petersburg as well as in management, expert and legal support to investment projects.
